Rules for the Use of Welcome Suica Mobile

When using the Welcome Suica Mobile app (hereinafter this “App”), you need to agree to the following conditions:

  • - This App utilizes Apple Pay for payments and therefore, is not available for those under the age of 13 who are not allowed to use Apple Pay. Users of this App (hereinafter the “User”) are required to register Apple Pay with an eligible credit card, debit card or prepaid card (hereinafter “Credit cards”) in their own name. Credit cards under the name of others cannot be used.
  • - The balance charged to the Suica of this App is valid for 180 days from the date of the initial charge. Once this period has lapsed, the balance will expire. No refund can be made.
  • - In order to comply with the relevant laws and regulations, this App will use the location information (latitude, longitude and mobile base station data) possessed by the User’s device to determine the country or region where the User is located at a given point in time, only when the User proceeding to charge or purchase of railway passes. This determination will be made by Apple API, which is operated within the User’s device, and neither this App nor JR East will refer or save, nor continuously use, the User’s location information.
  • - This App does not collect any information that could be used to identify a specific individual. Any other information of the User will be handled in accordance with the Welcome Suica Mobile Privacy Policy.
  • - When using this App, the Rules for the Use of Welcome Suica Mobile and other rules of East Japan Railway Company will apply

Rules for the Use of Welcome Suica Mobile

Article 1 (Purpose)

These rules (hereinafter referred to as "these Rules") are intended to stipulate the content and conditions of use of the services provided by East Japan Railway Company (hereinafter referred to as "the Company") through the "Welcome Suica Mobile" (hereinafter referred to as "this App") for foreign visitors to Japan (hereinafter referred to as "the Services"), using the monetary value recorded in IC chips (hereinafter referred to as "this Suica")

Article 2 (Application of these Rules, etc.)

2.1 The content and conditions of use of the Services shall be as stipulated in these Rules.

2.2 The Company may revise these Rules without the user's consent by giving prior public notice or notification in a manner prescribed by the Company, and the revised Rules shall apply thereafter.

2.3 Matters not stipulated in these Rules shall be as stipulated in the "East Japan Railway Company IC Card Ticket Handling Rules" (East Japan Railway Company Public Announcement No. 24, October 2001, hereinafter referred to as "IC Rules"), the " Procedural Regulations for the East Japan Railway Company’s Suica E-Money" (East Japan Railway Company Public Announcement No. 34, March 2004), and the other rules or terms and conditions stipulated by the Company, as well as the terms and conditions stipulated by the providers of Each Suica App listed in the Appendix to these Rules (limited to provisions that can be applied to this Suica by nature). However, in the event of any discrepancy or inconsistency between these Rules and the provisions of the aforementioned rules, regulations, or terms and conditions, these Rules shall prevail.

2.4 The provisions of Articles 11, 12, 14, 16, 17, 19, 20, 23, Paragraphs 1 to 4 of Article 24, Articles 25 to 27, 36 to 39, and 48 to 50 of the "Rules for the Use of Suica in Mobile Devices" (hereinafter referred to as "Mobile Rules") shall apply mutatis mutandis to the Services. In this case, for Category A in the Appendix to these Rules, the handling stipulated in Section B of Appendix I of the Mobile Rules shall apply mutatis mutandis, and for Category B in the Appendix to these Rules, the handling stipulated in Section C of Appendix I of the Mobile Rules shall apply mutatis mutandis.

Article 3 (Definitions of terms, etc.)

3.1 Terms not defined in these Rules shall be as defined in the IC Rules, the " East Japan Railway Company Procedural Regulations for IC Cards for Foreign Visitors to Japan" (East Japan Railway Company Public Announcement No. 6, August 2019), the Mobile Rules, and the "East Japan Railway Company Passenger Transport Business Regulations" (East Japan Railway Company Public Announcement No. 4, April 1987). Definitions related to the functions of Suica as stipulated in the IC Rules and the Mobile Rules shall be read as relating to this Suica stipulated in these Rules unless otherwise specified.

  1. (1) "Mobile Device" refers to the devices stipulated in Item 1 of Article 3 of the Mobile Rules, and the mobile devices available for the Services shall be announced by the operators of Each Suica App listed in the Appendix to these Rules.
  2. (2) "User" refers to a person who has completed the user registration stipulated in Article 7 and uses this Suica issued by the Company. The "User" defined in Item 2 of Article 3 of the Mobile Rules and the "Mobile Suica Member" defined in Item 4 of the same article shall be read as the User of this Suica.
  3. (3) "Each Suica App" refers to the Company's app and the Other company's app listed in the Appendix of these Rules.
  4. (4) "Support Center" refers to the user support desk established by the Company for the Users.
  5. (5) "Secret Keyword" refers to the keyword set during the user registration, stipulated in Paragraph 2 of Article 7, for authentication when contacting the Support Center.
  6. (6) "Management System" refers to the system provided by the providers of the Other company's app listed in the Appendix of these Rules for managing mobile devices.

3.2 The calculation of periods in these Rules shall be based on Japan Standard Time, and the specific handling of the expiration date shall be as stipulated by the Company.

Article 4 (Scope of application of other rules)

The provisions of Items 1, 3, 10, 11 and 12 of Paragraph 1 of Article 3, Articles 4 to 8, Articles 10 to 17, Paragraph 2 of Article 20, Article 21, Paragraphs 2 to 5 of Article 22, Paragraph 2 of Article 23, Article 23-2, Item 4 of Paragraph 3, Paragraph 6 and Paragraphs 11 to 16 of Article 24, Articles 26 to 27, Paragraph 2 of Article 27-2, Article 30, Article 37-2, Paragraph 3 of Article 39, Item 1 of Article 40, Articles 41 to 42, Items 2, 4, 8 and 9 of Paragraph 1 of Article 43, Article 44, Article 45, Articles 47 to 49-3, Article 51, Article 52, Article 53, Paragraphs 2, 4 and 5 of Article 54, Paragraphs 2 and 3 of Article 54-2, Article 55, Paragraphs 1 and 3 of Article 56, Articles 57 to 58-2, Paragraph 2 of Article 59, Article 61, Article 66, and Article 66-2 of the IC Rules shall not apply to this Suica.

Article 5 (Timing of conclusion of contracts)

5.1 The usage contract for this App based on these Rules shall be concluded when the issuance of this Suica stipulated in Article 8 is completed.

5.2 The passenger carriage contract based on Suica Discount Pass as stipulated in Article 27-2 of the IC Rules (hereinafter referred to as “Discount Pass”) shall be concluded when the User completes the operation for purchasing the Discount Pass in this App and the processing on the Mobile Device is completed.

Article 6 (Ownership and deposit)

The ownership of this Suica belongs to the User, and the Company does not receive the deposit stipulated in Article 6 of the IC Rules.

Article 7 (User registration)

7.1 A person who wishes to use the Services (hereinafter referred to as "Applicant") shall register as a User by performing the prescribed operations in this App. However, the Company may refuse user registration if any of the following reasons apply:

  1. (1) The Applicant is under 13 years of age at the time of user registration.
  2. (2) The Applicant is a minor and has not obtained the consent of a legal representative.
  3. (3) The Applicant is under guardianship, curatorship, or assistance, or is subject to equivalent procedures in relevant laws, and has not obtained the consent of a guardian, curator, or assistant, or an equivalent person.
  4. (4) The Applicant is not the cardholder of the credit card registered with Apple Pay.
  5. (5) The Applicant is already using the Services with the same account of the same Management System.
  6. (6) The Applicant has previously failed to make payments related to the Management System intended to be used with the Services.
  7. (7) The Applicant's qualification to use this App or other services provided by the Company has been suspended or revoked due to fraudulent or inappropriate use.

7.2 Even after the user registration, the Company may request confirmation from the User regarding the matters specified in each item of the preceding paragraph, or refuse the use of the Services.

7.3 The Applicant shall register a Secret Keyword and store it along with the automatically assigned account number under their own responsibility.

7.4 Payments from the User within this App shall be made using Apple Pay.

Article 8 (Issuance of this Suica)

8.1 The Company shall issue this Suica through this App if any of the following conditions are met:

  1. (1) The Applicant has made a Charging of at least the minimum amount specified by the Company after completing the user registration stipulated in the preceding article.
  2. (2) If the Applicant cannot make a Charging due to the laws and regulations of the country or region where the Applicant is located (including cases where the Applicant's country or region cannot be confirmed), the user registration stipulated in the preceding article and a Charging of at least the minimum amount specified by the Company are made after the Applicant’s entering Japan.

8.2 Only one Suica can be issued throughout Each Suica App linked to the same account of Management System.

8.3 This Suica issued under Paragraph 1 shall be treated as Unregistered Suica defined in Item 2 of Article 3 of the IC Rules.

Article 9 (Transferred issuance of Suica)

9.1 Transferred issuance cannot be made from Suica cards or Welcome Suica cards to this Suica.

9.2 Transferred issuance cannot be made from this Suica to Suica cards or Welcome Suica cards.

Article 10 (Fees)

No usage fees are incurred for using this App. However, this does not apply if the providers of the Other company' app stipulate otherwise.

Article 11 (Management of the Secret Keyword)

11.1 The User shall manage the Secret Keyword set in this App under their own responsibility.

11.2 The User shall not disclose, lend, transfer, sell, pledge, or otherwise dispose of the Secret Keyword to third parties.

11.3 If the Company confirms the match of the Secret Keyword and responds accordingly, the User shall be responsible for any damage incurred due to insufficient management, misuse, or use by third parties of the Secret Keyword, and the Company shall not be liable for any such damage.

Article 12 (Charging)

12.1 This Suica can be charged through the prescribed operations in this App, as well as in cash in Japanese yen at devices capable of processing Charging to this Suica or at stores that accept Charging to this Suica within Japan. However, the SF balance is limited to a maximum of 20,000 yen.

12.2 Charging through the operations in this App may be restricted by the laws and regulations of the country or region where the User (including the Applicant; the same applies hereinafter in this article) is located (including cases where the Company cannot confirm the User's country or region).

12.3 In addition to the preceding paragraph, the Company may restrict Charging if it deems the User's use of this Suica inappropriate or if necessary for security reasons. The Company shall not be liable for any damage or disadvantages incurred by the User as a result of such restrictions.

Article 13 (Validity period of this Suica)

13.1 This Suica is valid for 180 days from the date of issuance in accordance with Paragraph 1 of Article 8.

13.2 Upon expiration of the validity period, the SF balance of this Suica will expire.

13.3 After the expiration of the validity period of this Suica, the Services cannot be used.

Article 14 (Checking the SF usage log)

Once the validity period stipulated in the preceding article has expired, the SF usage log of this Suica can only be checked through the Other company's app listed in Category B of the Appendix of these Rules. However, this is subject to the provisions stipulated by the providers of the Other company's app.

Article 15 (Reissuance of this Suica)

In the event of loss, theft, or malfunction of the Mobile Device, reissuance registration can be made through the prescribed operations in the Management System, or via the Support Center with authentication with the account number and the Secret Keyword.

Article 16 (Special treatment in case of failures)

If reissuance of this Suica as stipulated in the preceding article is not possible, the User shall contact the Support Center, and the Company will issue a certificate to the User. If there is an SF balance on this Suica, except in cases of the User's willful misconduct or gross negligence, the Company will refund the SF balance subject to the User’s submitting the certificate to a station designated by the Company from the date of issuance of the certificate and within 14 days after the expiration date of this Suica.

Article 17 (Refunds)

Except for the treatment stipulated in the preceding article, the SF balance of this Suica cannot be refunded.

Article 18 (Handling of Discount Pass)

18.1 After the issuance of this Suica, the User can purchase a Discount Pass through the prescribed operations in this App.

18.2 The validity period of the Discount Pass in the preceding paragraph is limited to the validity period of this Suica.

Article 19 (Handling in Each Suica App)

The User shall manage this Suica in accordance with the methods stipulated in Articles 40, 41, and 43 of the Mobile Rules.

Article 20 (Touch de Go! Shinkansen)

The User shall be deemed to agree to the rules for "Shinkansen Non-Reserved Seat SF Boarding Service (Touch de Go! Shinkansen)" stipulated by the Company and can use the services based on the rules with this Suica. In this case, it is not necessary to register for the use stipulated in Article 6 of the rules.

Article 21 (Governing law, language, and jurisdiction)

21.1 These Rules shall be governed by and interpreted in accordance with Japanese law.

21.2 The governing language of these Rules shall be Japanese, and in the event of any discrepancy between the English and Japanese versions, the Japanese version shall prevail.

21.3 Any disputes related to the Services shall be subject to the exclusive jurisdiction of Tokyo District Court as the court of first instance.

Supplementary Provisions

These Rules shall be effective from 4:00 AM Japan Standard Time on March 6, 2025.
