Deadline Extended to Apply for Exclusive River Water Use at Shinanogawa Power Plant

On March 10, 2009, East Japan Railway Company (JR East) received an Order from the Hokuriku Regional Development Bureau of the Ministry of Land, Infrastructure, Transport and Tourism canceling our exclusive use of river water at the Shinanogawa Power Plant based on the River Law, etc., and we have since stopped water intakes for power generation.

Based on the order, we have submitted the following to the Hokuriku Regional Development Bureau of the Ministry of Land, Infrastructure, Transport and Tourism:

  • "Report of Results of Explanation of Improper Incidents to Niigata Prefecture, Riverside Municipalities and Concerned River Users" (June 11, 2009)
  • "Report on Documents, etc. Relating to Structures Newly Built or Remodeled Without Permission" (October 27, 2009)
  • "Report on Measures to Prevent Recurrence of Improper Water Intakes at Shinanogawa Power Plant" (February 10, 2010)

JR East had been preparing an application under River Law Article 23 (Permission for Exclusive Use of River Water) but it had become difficult to gain consent from concerned river users by the deadline set in the Order.
This is to report that JR East proposed to the Hokuriku Regional Development Bureau of the Ministry of Land, Infrastructure, Transport and Tourism that the application deadline based on the Order be postponed from March 9, 2010 to April 9, 2010, and we were instructed to carry out the requirements stated in the instructions.
As a company, we will continue to make every effort to gain the consent of concerned river users so that we are able to apply for water usage permission by the approved deadline.
