Chapter 1 General Provisions

Article 1 (Purpose)

The purpose of these Terms of Use is to stipulate the content and conditions of use for one of the services provided for by East Japan Railway Company (hereinafter referred to as “the Company”) in the East Japan Railway Company IC Card Ticket Handling Rules (East Japan Railway Company Public Announcement No. 24 in October 2001; hereinafter referred to as the “IC Card Handling Rules”); namely the Touch de Go! Shinkansen service (hereinafter referred to as “the Service”) which, notwithstanding the provisions of the IC Card Handling Rules, Article 24, Paragraph 7, enables the use of the stored fare (SF) of an IC card ticket to board to the standard car non-reserved seats, etc. of Shinkansen limited express trains that operate on the service sections stipulated by the Company (hereinafter referred to as the “Service Sections”) (Shinkansen limited express trains which are operated within the Service Sections under the provisions of Article 13 and also the Tsubasa and Komachi; hereinafter referred to as “Shinkansen”)

Article 2 (Effect of these Terms of Use)

These Terms of Use are the terms of use with respect to the IC Card Handling Rules, and these Terms of Use shall take precedence regarding clauses which differ from the IC Card Handling Rules.

Article 3 (Revision of these Terms of Use)

In the case of revising these Terms of Use, the Company shall use the website operated by the Company to notify the user of the Service (hereinafter referred to as the “User”) in advance regarding the revision content.

2 In the case that these Terms of Use have been revised, the Service thereafter shall be as provided for by these Terms of Use after they have been revised.

Article 4 (Information recording media which can be used)

The information recording media which can be used with the Service are Suica, and the IC cards, etc. which can be used in accordance with IC card tickets on the Company’s lines issued by the operators provided for in the IC Card Handling Rules, Article 61, Paragraph 2, Item (1) to Item (12) (hereinafter collectively referred to as “IC Card Tickets, etc.”). The mobile devices provided for in the Rules for the Use of Suica in Mobile Devices (hereinafter referred to as the “Suica in Mobile Device Rules”) and the Rules for the Use of Welcome Suica Mobile (hereinafter referred to as the “Welcome Rules”) are included in IC Card Tickets, etc.

Article 5 (Terminology definitions)

The main terminology definitions in these Terms of Use shall be as listed in the following items.

  1. (1) “Use commencement registration” refers to making it possible to use the IC Card Tickets, etc. with the Service by consenting to the conditions of use, etc. of the Service.
  2. (2) “Use deregistration” refers to cancelling the use commencement registration to return to a state in which the IC Card Tickets, etc. cannot be used with the Service.
  3. (3) “Suica Commuter Pass Card which can be used on the Shinkansen” refers to any Suica Commuter Pass Cards provided for in the IC Card Handling Rules, Article 24, Paragraph 7, Item (1) (hereinafter referred to as “Suica Commuter Passes Including at Least Two Stations at Which the Shinkansen Stops”) and any Suica Commuter Pass Cards for which the Company separately stipulates transportation conditions as provided for in the IC Card Handling Rules, Article 26, Paragraph 4 (hereinafter referred to as “Suica FREX Commuter Passes”) which are Suica Commuter Pass Cards for departing from or arriving at each station within the Service Sections.
  4. (4) “Sections where the Shinkansen can be used” refers to sections to which any one of the following items applies.
    • a) Sections of line between stations at which the Shinkansen stops included in the Commuter Pass sections of the Suica Commuter Passes Including at Least Two Stations at Which the Shinkansen Stops
    • b) Suica FREX Commuter Pass sections where the Shinkansen can be used

2 The terminology definitions not stipulated in these Terms of Use shall be in accordance with the IC Card Handling Rules, the East Japan Railway Company Passenger Transport Business Regulations (East Japan Railway Company Public Announcement No. 4, of April 1987. Hereinafter referred to as “the Passenger Transport Regulations”) provided for by the Company, and the Suica in Mobile Device Rules.

Article 6 (Handling of use commencement registration)

Passengers who wish to commence use of the Service shall carry out the use commencement registration using the station ticket vending machines, etc. separately stipulated by the Company and the Company app as provided for in the Suica in Mobile Device Rules. Note that a Suica issued based on the Welcome Rules shall only be issued after its use commencement registration has been completed.

2 The passengers shall be deemed to have consented to the Service as of the time when they have completed the use commencement registration under the provisions of the preceding paragraph. Furthermore, the Company shall not bear any liability for any disadvantages to the users which occur as a consequence of use of IC Card Tickets, etc. for which the use commencement registration has been carried out by third parties other than the users.

3 The preceding paragraphs shall apply mutatis mutandis to Child IC Card Tickets, etc. However, when Child IC Card Tickets, etc. for which the use commencement registration has been completed have passed the expiration date provided for in the IC Card Handling Rules, Article 7, Paragraph 3, it is necessary to change to Adult IC Card Tickets, etc. In this case, the settings for the use commencement registration of the user registered before the change shall be continued onto the IC Card Tickets, etc. after the change.

4 In the case of the reissue provided for in the IC Card Handling Rules, Article 16 and Article 17, the settings for the use commencement registration the user registered before the reissue shall be continued onto the IC Card Tickets, etc. after the reissue.

5 Notwithstanding the provisions of the preceding paragraph, regarding the IC Card Tickets, etc. issued by some of the operators provided for in the IC Card Handling Rules, Article 61, Paragraph 2, Item (1) to Item (12), the settings for the use commencement registration will not be continued, and it will be necessary to carry out the use commencement registration again.

Article 7 (Handling of use deregistration)

Users who wish to end use of the Service shall carry out the use deregistration using the station ticket vending machines, etc. separately stipulated by the Company and the Company app as provided for in the Suica in Mobile Device Rules.

2 The users shall be deemed to have consented to use cancellation as of the time when they have completed the use deregistration under the provisions of the preceding paragraph. Note that the Company shall not bear any liability for any disadvantages to the users which occur as a consequence of use of IC Card Tickets, etc. for which the use deregistration has been carried out by third parties other than the users.

3 Notwithstanding the preceding paragraphs, the users shall be deemed to have consented to cancellation of the Service as of the time when they have completed the reimbursement procedures provided for in the IC Card Handling Rules, Article 15.

Article 8 (Suspension, termination, etc. of the service)

In the case that any of the following items are applicable, the Company may suspend all or a part of the Service by informing the users in advance.

  1. (1) In the case of maintenance or inspection of the systems, etc.
  2. (2) In the case that a failure occurs in the systems, etc.
  3. (3) In the case that the Company becomes unable to provide the Service as normal due to fire, power outage, natural disaster, any other emergency situation or any other circumstances not attributable to the Company
  4. (4) In other cases that the Company judges to be necessary for provision of the Service

2 The Company may terminate all or a part of the Service by informing the users in advance.

3 The Company shall not bear any liability for damages or any other disadvantages incurred as a consequence of suspension or termination of the Service.

4 When suspending or terminating the Service, the Company shall present this fact on the websites, etc. operated by the Company. However, this shall not apply to the case in which the suspension or termination of the Service has become urgently necessary or when there are other unavoidable circumstances.

Chapter 2 Carrier Contract

Article 9 (When the carrier contract becomes valid)

The individual carrier contract becomes valid for IC Card Tickets, etc. for which the users have completed use commencement registration (hereinafter referred to as “Registered IC Card Tickets, etc.”) when the Shinkansen ticket gate is accessed at any of the stations at which the Shinkansen stops within the Service Sections.

Article 10 (Completion of performance of the carrier contract)

The performance of the carrier contract which became valid under the preceding article shall be deemed to have been completed when, under the provisions of the preceding article, a user has accessed a Shinkansen ticket gate at any of the stations at which the Shinkansen stops, boarded a Shinkansen, and then exited a Shinkansen ticket gate using Registered IC Card Tickets, etc. at any of the stations at which the Shinkansen stops within the Service Sections. Note that performance of the carrier contract is deemed to be completed regardless of whether or not the Shinkansen exit process was terminated normally with the Registered IC Card Tickets, etc. when exiting.

Article 11 (Restrictions on the carrier contract)

Depending on conditions such as the sections of line traveled, etc., in some cases the carrier contract of the Service may be less advantageous for users than other passenger carrier contracts. For example, the fares, etc. may be higher.

Chapter 3 The Content of the Service

Article 12 (Fares, etc.)

The fares and fees of the Service (hereinafter referred to as the “Fares, etc. Set by the Service”) are set separately by the Company in accordance with the Passenger Transport Regulations, Article 22-2, and the prices of the Fares, etc. Set by the Service will be presented on the website operated by the Company.

2 The Fares, etc. Set by the Service for children shall apply to Child Registered IC Card Tickets, etc.

3 The Fares, etc. Set by the Service for adults and the Fares, etc. Set by the Service for children each consist of the fare equivalent and the limited express fee equivalent, and the sum of the fare equivalent and the limited express fee equivalent shall be received as a single amount unless otherwise stipulated in these Terms of Use.

Article 13 (Service Sections)

The Service Sections shall be each of the sections of line between the stations listed below.

  1. (1) Tohoku Shinkansen:
    Each station at which the Shinkansen stops between Tokyo and Morioka
    Each station at which the Shinkansen stops between Morioka and Shin-Aomori
  2. (2) Joetsu Shinkansen:
    Each station at which the Shinkansen stops between Tokyo and Niigata, and each station at which the Shinkansen stops between Tokyo and GALA Yuzawa
  3. (3) Hokuriku Shinkansen:
    Each station at which the Shinkansen stops between Tokyo and Joetsumyoko
  4. (4) Yamagata Shinkansen:
    Each of the following stations: Fukushima, Yonezawa, Takahata, Akayu, Kaminoyama-Onsen, Yamagata, Tendo, Sakurambohigashine, Murayama, Oishida, and Shinjo (only in the case of using the Tsubasa)
  5. (5) Akita Shinkansen:
    Each of the following stations: Morioka, Shizukuishi, Tazawako, Kakunodate, Omagari, and Akita (only in the case of using the Komachi)

2 Even in the case of boarding or disembarking on sections of line between stations at which the Shinkansen stops within the Service Sections, the travel is not covered by the Service in the case that any of the following items are applicable.

  1. (1) In the case of straddling Morioka Station to board the Tohoku Shinkansen beyond Shin-Hanamaki (bound for Kitakami) and to board the Tohoku Shinkansen beyond Iwate-Numakunai (bound for Ninohe)
  2. (2) In the case of straddling Morioka Station to board the Tohoku Shinkansen beyond Shin-Hanamaki (bound for Kitakami) and to board the Akita Shinkansen beyond Shizukuishi (bound for Tazawako)
  3. (3) In the case of using Omiya Station as the transit station to transit and board the Tohoku Shinkansen beyond Oyama (bound for Utsunomiya) and to transit and board the Joetsu Shinkansen or Hokuriku Shinkansen beyond Kumagaya (bound for Honjowaseda)
  4. (4) In the case of using Takasaki Station as the transit station to transit and board the Joetsu Shinkansen beyond Jomo-Kogen (bound for Echigo-Yuzawa) and to transit and board the Hokuriku Shinkansen beyond Annakaharuna (bound for Karuizawa)
  5. (5) In the case of using Fukushima Station as the transit station to transit and board the Tohoku Shinkansen beyond Shiroishizao (bound for Sendai) and to transit and board the Yamagata Shinkansen beyond Yonezawa (bound for Takahata)
  6. (6) In the case of straddling Fukushima Station to board the Tohoku Shinkansen beyond Koriyama (bound for Shin-Shirakawa) and to board the Yamagata Shinkansen beyond Yonezawa (bound for Takahata)
  7. (7) In the case of using Morioka Station as the transit station to transit and board the Tohoku Shinkansen beyond Iwate-Numakunai (bound for Ninohe) and to transit and board the Akita Shinkansen beyond Shizukuishi (bound for Tazawako)
  8. (8) In the case of using Echigo-Yuzawa Station as the transit station to board the Joetsu Shinkansen beyond Urasa (bound for Nagaoka) and to board at GALA Yuzawa Station
  9. (9) In the case of accessing a Shinkansen ticket gate, boarding a Shinkansen, and then turning around to board a different Shinkansen and exiting at the accessed station at which the Shinkansen stops (hereinafter referred to as the “Shinkansen Access Station”) or another station at which the Shinkansen stops on the way to the Shinkansen Access Station
Article 14 (Boarding using the Service)

In the case that a user boards the Shinkansen using the Service, they must use the Registered IC Card Tickets, etc. to access a Shinkansen ticket gate at a station at which the Shinkansen stops within the Service Sections, and use said Registered IC Card Tickets, etc. to exit a Shinkansen ticket gate at a station at which the Shinkansen stops within the Service Sections.

2 When exiting as provided for in the preceding paragraph, the Fares, etc. Set by the Service are received with respect to the section of line between the Shinkansen Access Station and the station at which the Shinkansen stops from which the user exited (hereinafter referred to as “Shinkansen Exiting Station”), using the SF of the Registered IC Card Tickets, etc.

3 The Shinkansen seats which can be used in the Service are limited to those in the following items.

  1. (1) Standard car non-reserved seats
  2. (2) When using each of the sections of line between Sendai and Morioka stations, in addition to the seats in the preceding item, vacant seats on the reserved seat cars of the all-cars-reserved Hayabusa, Hayate, and Komachi (all of these are limited to services which stop at intermediate stations between Sendai and Morioka)
  3. (3) When using each of the sections of line between Morioka and Shin-Aomori stations or between Morioka and Akita stations or between Fukushima and Shinjo stations, the vacant seats on the reserved seat cars of the all-cars-reserved Shinkansen services

4 The valid period of the Service in each individual carrier contract is limited to the day of boarding.

5 The Service use method in each individual carrier contract is limited to one-way use.

6 In the case of boarding conventional line sections (including between Fukushima and Shinjo and between Omagari and Akita on the Ou Main Line and between Morioka and Omagari on the Tazawako Line) before boarding and after disembarking the Shinkansen within the Service Sections, the passenger fares of those conventional line sections are calculated separately.

7 The user cannot use Registered IC Card Tickets, etc. in combination with other tickets in the Service. However, this shall not apply to the cases provided for in Article 16, Paragraph 1.

Article 15 (Handling in the case that the Service is not applicable)

In the case that a ride on the Shinkansen straddles the Service Sections and another section of line, the passenger fares and fees provided for in the Passenger Transport Regulations will be received with respect to the sections from the Shinkansen Access Station to the Shinkansen Exiting Station along the actual route of the train ride (hereinafter referred to as “All of the Actual Sections of Line Traveled on the Shinkansen”).

2 In the case of boarding the Shinkansen in any of the forms provided for in the items in Article 13, Paragraph 2, the passenger fares and fees provided for in the Passenger Transport Regulations will be received with respect to All of the Actual Sections of Line Traveled on the Shinkansen.

3 In the case that the user uses any seats other than the seats listed in the preceding article, Paragraph 3, they must approach a member of the crew on the Shinkansen to receive their approval, and then separately pay the passenger fares and fees provided for in the Passenger Transport Regulations with respect to All of the Actual Sections of Line Traveled on the Shinkansen.

4 Even in the case that the user accessed the Shinkansen ticket gate at a Shinkansen Access Station, if the preceding paragraphs, the following article, Paragraph 2, Item (1) b) and c) or the following article, Paragraph 2, Item (2) b) and c) are applicable, the carrier contract of the Service will be cancelled and the user must approach a railway official at the Shinkansen Exiting Station without exiting the Shinkansen ticket gate to undergo the Shinkansen exit process for the Registered IC Card Tickets, etc.

Article 16 (Handling in the case of use in combination with the Suica Commuter Pass Card which can be used on the Shinkansen)

In the case that the information of the Suica Commuter Pass Card which can be used on the Shinkansen is electronically recorded in the Registered IC Card Tickets, etc., said Suica Commuter Pass Card which can be used on the Shinkansen may be used in combination with the Service only when boarding and disembarking on sections of line between stations at which the Shinkansen stops within the Service Sections.

2 Notwithstanding the provisions of the preceding article, Paragraph 1 or Paragraph 2, in the case of boarding outside the sections where the Shinkansen can be used (hereinafter referred to as the “Suica Commuter Pass Sections Where the Shinkansen Can Be Used”) using the Suica Commuter Pass Card which can be used on the Shinkansen, the handling will be as follows at the Shinkansen Exiting Station.

  1. (1) In the case of use in combination with the Suica Commuter Passes Including at Least Two Stations at Which the Shinkansen Stops
    • a) In the case of a ride within the Service Sections which straddles sections outside the Suica Commuter Pass Sections Where the Shinkansen Can Be Used

      After comparing the sum of the limited express fees for the Suica Commuter Pass separately stipulated by the Company with respect to the Suica Commuter Pass Sections Where the Shinkansen Can Be Used and the Fares, etc. Set by the Service with respect to sections outside the Suica Commuter Pass Sections Where the Shinkansen Can Be Used with the Fares, etc. Set by the Service with respect to All of the Actual Sections of Line Traveled on the Shinkansen, the lower of the two amounts is received using the SF of the Registered IC Card Tickets, etc.

    • b) In the case of a ride straddling the Service Sections and other sections

      The sum of the passenger fares provided for in the Passenger Transport Regulations with respect to the parts of the ride outside the Suica Commuter Pass Sections Where the Shinkansen Can Be Used and the fees provided for in the Passenger Transport Regulations with respect to all Shinkansen sections of line traveled will be received.

    • c) In the case of boarding the Shinkansen in any of the forms provided for in the items in Article 13, Paragraph 2

      The sum of the passenger fares provided for in the Passenger Transport Regulations with respect to the parts of the ride outside the Suica Commuter Pass Sections Where the Shinkansen Can Be Used and the fees provided for in the Passenger Transport Regulations with respect to all Shinkansen sections of line traveled will be received.

  2. (2) In the case of use in combination with the Suica FREX Commuter Passes
    • a) In the case of a ride within the Service Sections which straddles sections outside the Suica Commuter Pass Sections Where the Shinkansen Can Be Used

      After comparing Fares, etc. Set by the Service with respect to the part of All of the Actual Sections of Line Traveled on the Shinkansen which is outside the Suica Commuter Pass Sections Where the Shinkansen Can Be Used with the Fares, etc. Set by the Service with respect to All of the Actual Sections of Line Traveled on the Shinkansen, the lower of the two amounts is received using the SF of the Registered IC Card Tickets, etc.

    • b) In the case of a ride straddling the Service Sections and other sections

      The passenger fares and fees provided for in the Passenger Transport Regulations will be received with respect to the part of All of the Actual Sections of Line Traveled on the Shinkansen outside the Suica Commuter Pass Sections Where the Shinkansen Can Be Used.

    • c) In the case of boarding in the form provided for in the items in Article 13, Paragraph 2

      The passenger fares and fees provided for in the Passenger Transport Regulations will be received with respect to the parts of All of the Actual Sections of Line Traveled on the Shinkansen outside the Suica Commuter Pass Sections Where the Shinkansen Can Be Used.

Article 17 (Cases in which the service becomes invalid, etc.)

In the case that the provisions of the IC Card Handling Rules, Article 43, Item (2), Item (4), Item (5), Item (7), Item (8), Item (9), Item (10), Article 44 and Article 46 and the provisions of the Passenger Transport Regulations, Article 167 and Article 168 are applicable, the Service shall be invalid, and use suspension processing will be carried out for the Registered IC Card Tickets, etc.

2 The provisions of the Passenger Transport Regulations, Article 264, Paragraph 1 and Paragraph 2, Article 265, Article 266 and Article 267 shall apply mutatis mutandis to the method of receiving passenger fares/fees and surcharges in the case the Registered IC Card Tickets, etc. are handled as invalid under the provisions of the preceding paragraph.

Chapter 4 Special Handling

Article 18 (Handling in the case that Registered IC Card Tickets, etc. are lost after entry to the station through the ticket gate, etc.)

In the case that a user accesses a Shinkansen ticket gate and then loses the Registered IC Card Tickets, etc. and boards a Shinkansen, the passenger fares and fees provided for in the Passenger Transport Regulations will be received with respect to All of the Actual Sections of Line Traveled on the Shinkansen.

2 The preceding paragraph shall apply mutatis mutandis to the case in which the user accesses a Shinkansen ticket gate and then boards a Shinkansen, and is unable to use the Registered IC Card Tickets, etc. on their portable information terminal, etc. due to the malfunction, battery exhaustion, etc. of said portable information terminal, etc.

Article 19 (Handling in the case of exiting from the same station as the Shinkansen Access Station without boarding the Shinkansen)

In the case that a railway official recognizes that the user has accessed a Shinkansen ticket gate and then aborted his/her trip without boarding a Shinkansen, the user must pay the platform ticket equivalent provided for in the Passenger Transport Regulations, Article 300 and the Registered IC Card Tickets, etc. must undergo the Shinkansen exit process.

Chapter 5 Handling when operations are impossible and there are delays

Article 21 (Handling in the case that operations are impossible or there are delays, etc.)

In the case that a user accessed a Shinkansen ticket gate and then before boarding a Shinkansen approached a railway official at the Shinkansen Access Station to abort his/her trip due to the circumstances provided for in the Passenger Transport Regulations, Article 282, Paragraph 1, Item (1) to Item (3) (hereinafter collectively referred to as “Unable to Operate, etc.”), the Shinkansen exit process will be carried out for the Registered IC Card Tickets, etc. without receiving the Fares, etc. Set by the Service.

2 In the case that a user accessed a Shinkansen ticket gate, boarded a Shinkansen, and then the Shinkansen became Unable to Operate, etc., when the user approaches a railway official at the Shinkansen Exiting Station to abort his/her trip, only the fare equivalent part of the Fares, etc. Set by the Service with respect to All of the Actual Sections of Line Traveled on the Shinkansen will be received using the SF of the Registered IC Card Tickets, etc.

3 In the case that any of the following items are applicable, when exiting a Shinkansen ticket gate at a station at which the Shinkansen stops, the Fares, etc. Set by the Service with respect to All of the Actual Sections of Line Traveled on the Shinkansen will be received using the SF of the Registered IC Card Tickets, etc.

  1. (1) In the case that the user accesses a Shinkansen ticket gate and boards a Shinkansen, and then receives encouragement from the Company to use a parallel conventional line due to circumstances such as being Unable to Operate, etc.
  2. (2) In the case that the user accesses a Shinkansen ticket gate and boards a Shinkansen, and then disembarks from said Shinkansen due to circumstances other than the circumstances in the preceding paragraphs
Article 22 (Traveling back free of charge)

In the case that a user accesses a Shinkansen ticket gate and boards a Shinkansen that becomes Unable to Operate, etc. during the ride, and the user makes a request to travel back free of charge to a railway official at the station at which the Shinkansen stops where the user disembarked, the user may board the most recent Shinkansen at the time of said request for the section until the Shinkansen Access Station. This case shall be handled as follows.

  1. (1) When traveling back free of charge from the station at which the Shinkansen stops where the user disembarked to the Shinkansen Access Station

    The Shinkansen exit process will be carried out for the Registered IC Card Tickets, etc. at a Shinkansen Access Station within the Service Sections after traveling back free of charge. In this case, the Fares, etc. Set by the Service will not be received.

  2. (2) When traveling back to a station at which the Shinkansen stops which is located between the station at which the Shinkansen stops where the user disembarked and the Shinkansen Access Station

    Only the fare equivalent part of the Fares, etc. Set by the Service with respect to the section from a Shinkansen Access Station within the Service Sections to the station at which the Shinkansen stops where the user disembarked will be received using the SF of the Registered IC Card Tickets, etc.

2 When a user is unable to board a Shinkansen due to unavoidable circumstances as in the preceding paragraph, they may board a parallel conventional line. In this case, the handling in the preceding paragraph shall be applied mutatis mutandis.

Article 23 (Date and time of commencement of application of these Terms of Use)

These Terms of Use shall come into force from March 6, 2025 at 4:00 a.m. Japan Standard Time.
