Rules for the Use of Suica in Mobile Devices

Section 1 General Regulations

(Objectives)

Article 1

These rules are intended to stipulate the content and conditions of use of the services which the East Japan Railway Company (hereinafter referred to as "JR East”) stipulates in the IC Card Ticket Handling Rules (East Japan Railway Company Public Announcement No. 24, of October 2001. Hereinafter referred to as the “IC Card Handling Rules”) in AppendixⅠ as the content and conditions of use of the services of Suica (hereinafter referred to as “the Suica”).

(Validity)

Article 2

Any matters that are not defined in these rules shall be governed by the IC Card Handling Rules, Procedural Regulations for the East Japan Railway Company’s Suica E-Money (East Japan Railway Company Public Announcement No. 34, of March 2004), Rules for the Use of Suica Pocket, and the regulations, rules and special provisions stipulated by the operating entities of the apps/services stipulated in AppendixⅠand AppendixⅡ. However, these rules shall take precedence if any discrepancies or contradictions arise between them and the stipulations of these rules.

(Terminology Definitions)

Article 3

Any terminology that is not defined in these rules shall be as stipulated in the IC Card Handling Rules and East Japan Railway Company Passenger Transport Business Regulations (East Japan Railway Company Public Announcement No. 4, of April 1987. Hereinafter referred to as the “Passenger Transport Regulations”). Unless specifically so written, the definitions regarding Suica functions, etc. stipulated in the IC Card Handling Rules shall be read as regarding the functions, etc. of The Suica.

  1. (1) Mobile device: A mobile terminal, such as a phone or watch, installed with an IC chip and is used as a storage medium, and that is capable of completing the settings stipulated by JR East and utilizing The Suica. The applicable mobile devices are announced by the operating entities of the apps/services stipulated in AppendixⅠ.
  2. (2) User: A person who has completed the procedures stipulated in Article 7 to commence utilization, and who utilizes The Suica issued by JR East.
  3. (3) Suica Card: A Suica Card as defined in IC Card Handling Rules Article 5.
  4. (4) Mobile Suica: The service provided to a user who has registered membership as stipulated in Article 10. A user who has registered membership is referred to as a “Mobile Suica member.”
  5. (5) JR East app: Application software operated by JR East, as Sections A and B in AppendixⅠ.
  6. (6) Other company’s app: Application software operated by a company other than JR East, as Sections C, D, E, F, G, H, I, J and K in Appendix I, and Appendix II.
  7. (7) Affiliated store app: Application software provided in connection with JR East’s app to perform the procedures stipulated in Article 15 Paragraph 1 Clause 1 or Article 16, as in Application Software in Appendix II.
  8. (8) Apps: General term for the apps in AppendixⅠand AppendixⅡ.
  9. (9) Suica Apps: The apps of JR East and other companies in AppendixⅠ.
  10. (10) Support Center: The support desk operated by JR East for Mobile Suica members.
  11. (11) Website: The internet site operated by JR East to transmit information regarding the Suica.
  12. (12) Members’ Menu: The dedicated website operated by JR East that is provided for Mobile Suica members so that they can carry out the procedures stipulated in Article 17 Paragraph 4, Article 18 Paragraph 2, Article 19, Article 28 Paragraph 4, Article 30 Paragraph 1, and Article 32 Paragraph 3.
  13. (13) Telecommunications carrier: A mobile network carrier or mobile virtual network operator who provides the communications services required to use The Suica.
  14. (14) Software: Software that is required to use The Suica and is provided by JR East, the telecommunications carrier, or the mobile device manufacturer. (This includes the OS shown in AppendixⅠ.)
  15. (15) Suica password: The password to log in to JR East app and members’ menu, set at the time of membership registration, as stipulated in Article 10.
  16. (16) Registered Suica: A Suica in which data is stored that identifies an individual, such as their name, gender and date of birth.
  17. (17) Unregistered Suica: Any Suica other than that described in the preceding clause.
  18. (18) Suica Pocket: A system under which members and users in Section F in Appendix I perform prescribed procedures on their mobile device or in an affiliated app, etc. to enable JR East to charge a mobile device belonging to a member or user in Section F in Appendix I in the form of cash or a registered value equivalent to cash.
  19. (19) Sharing settings: Settings for the Family Sharing service provided by Apple Inc. through which a user of an app in Section C of Appendix I (Wallet) (hereinafter referred to as “administrator”) can share the administrator’s Family Sharing account with persons other than the administrator (aged 13 or over; hereinafter referred to as “users”) for purposes such as using Suica as stipulated below.
  20. (20) Sharing Settings Suica: A Suica service issued to an app in Section C of Appendix I (Watch) for users set in the Family Sharing settings according to the preceding clause.
  21. (21) One-Time Credit Card Payment: A payment service through which mobile Suica members make payments using a credit card belonging to a legal representative, etc. The credit card details for these payments are under the name of the credit card holder.
  22. (22) Scheduled graduation date: The date on which a student is expected to graduate, verified by a designated representative of the school using an attendance certificate, etc.
  23. (23) Expiry date of student commuter pass: The date until which a student can continue a student commuter pass, as set in the app by the Support Center according to the student’s scheduled graduation date (April 30 of the academic year after the scheduled graduation date).

(Terms of Use)

Article 4

The stipulations in the IC Card Handling Rules Article 4, Article 7, Article 8, Article 10, Articles 12 to 18, Article 22 Paragraphs 2 to 4, Article 23 Paragraph 2, Article 24 Paragraphs 11 and 14, Article 26-2 Paragraphs 3 to 5, Article 27 Paragraph 5, Article 27-2 Paragraph 2, Article 30, Article 37-2 Clauses 6 and 7, Article 40 Clause 1, Article 47, Article 49, Article 49-2, Article 49-3, and Article 53 do not apply to The Suica.

  1. Services that are stipulated as available only to Mobile Suica members shall not be provided to any users who do not become Mobile Suica members.
  2. These rules shall not be applied to matters regarding the use of other companies’ apps, or their services. JR East bears absolutely no responsibility regarding the use etc. of other companies’ apps.
  3. After issuing an advance notification or announcement in the prescribed manner, JR East may revise these rules without notifying the user in advance and without approval of the user. However, other than in cases stipulated separately, the details of the revisions shall be announced and published on JR East app and website. The revised rules shall be applied after the revision. The user shall be deemed to have agreed to the revised rules from the time that he/she first use their The Suica after the revision.

(When the Contract Becomes Valid)

Article 5

The contract of use shall become valid upon completion of the issue of a The Suica, as stipulated in Article 7. In addition, when a The Suica has received a transferred issue in accordance with the stipulations in Article 8, these rules shall apply to The Suica upon completion of the transferred issue procedures. For Sharing Settings Suica, an agreement is made between JR East and the administrator and user at the time the administrator issues Sharing Settings Suica to the user through an app in Section C of Appendix I (Watch), and the rules etc. apply from this point.

  1. With regard to the purchase of a Suica Commuter Pass Card (hereinafter referred to as a “commuter pass”) or Suica Green Car Ticket Card (hereinafter referred to as a “Green Car ticket”), or Suica Discount Pass Card (hereinafter referred to as a “discount pass”), the transaction contract for the said service shall become valid once the Mobile Suica member has completed the purchase procedure in JR East app, and the transaction has been processed by the mobile device.

(Ownership and Deposit)

Article 6

The ownership of The Suica shall reside with the user, and JR East shall not receive the deposit for The Suica stipulated in IC Card Handling Rules Article 6.

(Issue of the Suica)

Article 7

Once the person who wishes to use The Suica (hereinafter referred to as the “applicant”) has agreed to these rules and the rules etc. stipulated by the operating entity of the Suica app, and has completed the necessary procedures to commence utilization, JR East can issue The Suica via the relevant app, and the applicant becomes the user. However, if the user in Sharing Settings is an applicant, the administrator must receive the user’s agreement to the applicable rules etc. before issuing Sharing Settings Suica to the user, and must ensure that the user complies with the applicable rules etc. The method used for the procedures to commence utilization is determined by the operating entities of the Suica apps. JR East carries out the registration of the applicant as a user of The Suica (hereinafter referred to as the “user registration”), based on the details supplied by the applicant to the relevant Suica app in the procedures to commence utilization. However, JR East may refuse user registration and use of this service if it is ascertained that any of the following reasons apply.

  1. (1) If a user or applicant does not exist, or cannot be contacted by the operating entity of the relevant Suica app
  2. (2) If a user or applicant is under 12 years of age
  3. (3) If a user or applicant is a minor and has not obtained the consent of a legal representative
  4. (4) If a user or applicant has been placed under guardianship, curatorship or assistance, and has not obtained the consent of their adult guardian, curator, or limited guardian
  5. (5) If the content of the user registration contains mistakes, omitted entries, or untruths etc.
  6. (6) If the content of the user registration contains symbols, letters, and so on that JR East’s system does not accept
  7. (7) If a user or applicant has already registered as a user via the same app or mobile device
  8. (8) If a user or applicant who has previously registered as a user has failed to pay for the use of The Suica in the past
  9. (9) If a user or applicant who has previously registered as a user is carrying out procedures to commence utilization and reimbursement without authority
  10. (10) If a user or applicant has had their user’s rights suspended or revoked due to previous wrongdoing, or improper use, etc.
  11. (11) If any of the reasons to suspend or revoke membership rights stipulated in Article 21 Paragraphs 3 and 4 apply to the user or applicant
  12. (12) If JR East has judged it inappropriate to accept an applicant as a user due to a reason such as previous improper utilization or being deemed to have acted in bad faith
  1. Even after user registration, JR East may check the matters stipulated in the preceding clauses and deny use of The Suica.
  2. JR East bears absolutely no responsibility for any loss or disadvantage suffered by the user or applicant resulting from the denial of user registration stipulated in Paragraph 1.
  3. Users of the apps/services as Sections A, B, C, G, I, and K in Appendix I can receive multiple issues of The Suica, and the transferred issue stipulated in Article 8, in those apps. (Only multiple issues in the case of Section G, I, and K, no transferred issues. However, applications in Section A can be operated with multiple issues in the case of Section I and K.) However, the number of issues or transferred issues they may receive will have an upper limit that depends on the system of the Suica app and operating entity, and on the mobile device.
  4. If multiple issues or transferred issues have been received, as stipulated in the preceding paragraph, the SF balances of each issue cannot be consolidated into one. Furthermore, items such as an SF balance, commuter pass, Green Car ticket, or discount pass cannot be transferred to another The Suica.
  5. Even if the user has received multiple issues or transferred issues, as stipulated in Paragraph 4, more than one The Suica card cannot be used at the same time. In accordance with the stipulations of Article 41, the user must select one to use.
  6. When a user of the apps in Appendix I receives an issue or transferred issue (as stipulated in Article 8) of The Suica that is used jointly by multiple mobile devices, he/she can only receive an issue or transferred issue, as stipulated in this article, or use it as stipulated in Article 40, if the mobile devices which will use it jointly are managed by the same account of the management system (hereinafter referred to as the “management system”) provided by the operating entities of the apps as Sections C and D in Appendix I. The Suica that is jointly used by mobile devices can only be used by the person who owns the management system account in their own name. In addition, The Suica cannot be used simultaneously by multiple mobile devices that have joint use of it.
  7. When a user of an app as Sections C, E, G, I, or K in Appendix I has set up JR East app in the same mobile device, he/she can also use the said Suica in JR East app.
  8. When a user of JR East app has set up an app as Sections C, E, or G in AppendixⅠ in the same mobile device, and has agreed to the rules etc. of the operating entity of the said app, he/she can also use the said Suica in that app.
  9. The use of JR East app and other companies’ apps stipulated in Paragraphs 8 and 9 is only possible when the same OS and the same management system account are used.
  10. A user of the apps as Sections A, E, G, I, or K in Appendix I must set the app as Section D in the same mobile device as the management system. A user of the apps as Section J in Appendix I must set the app as Section D as the management system when using it as stipulated in Article 19. Please note that The Suica cannot be issued in the app as Section D.
  11. When issuing The Suica as stipulated in this article, it may be necessary to charge (top up) The Suica with more than the minimum amount stipulated by the operating entity of the Suica app.

(Transferred Issue of the Suica)

Article 8

In accordance with the stipulations in IC Card Handling Rules Article 5, the data in a Suica Card loaned by JR East can be transferred to an IC chip installed in a mobile device via a prescribed procedure in the apps in Sections A and C (only in the case of Wallet in Section C) of AppendixⅠ. The user can receive a transferred issue of the said Suica Card’s SF balance, commuter pass, and discount pass as The Suica. (Only possible for a discount pass if a Registered Suica is transferred via a procedure of Wallet in Section C.) However, this procedure cannot be carried out if the data of a valid Suica Green Car Ticket or the like are included in the said Suica card, or if it has been inspected by an automatic ticket gate to access a platform but the exit inspection has not yet been performed (hereinafter referred to as “while in transit”). Moreover, a transferred issue cannot be received by the app as Section A if there is no commuter pass data in the Suica Card within 13 months after the issue date.

  1. A transferred issue cannot be made from The Suica to a Suica Card.
  2. When The Suica receives a transferred issue, it is treated as a Registered Suica or Suica Commuter Pass under the same name as the Suica Card, or as an Unregistered Suica as defined in IC Card Handling Rules Article 3.
  3. If The Suica has already been issued to a mobile device, it cannot receive a transferred issue of a Registered Suica or Suica Commuter Pass that is registered with a different name. If the mobile device receives a transferred issue of an Unregistered Suica, it will be treated as a Registered Suica under the same name as the already issued The Suica. However, if an Unregistered Suica has already been issued to a mobile device, it can receive a transferred issue of an Unregistered Suica.
  4. The procedures for a Suica Card after a transferred issue shall be as stipulated in the following clauses.
    1. (1) Section A
      The Suica Card can no longer be used as a result of the transferred issue. The user shall return the Suica Card to JR East, and JR East shall return the deposit stipulated in IC Card Handling Rules Article 6.
    2. (2) Section C
      The Suica Card shall become invalid as a result of the transferred issue, and its loan as stipulated in IC Card Handling Rules Article 5 Paragraph 1 also expires. In this event, regardless of IC Card Handling Rules Article 5 Paragraph 3, it is the user’s responsibility to dispose of the Suica Card by a method such as cutting it up. JR East shall renounce its ownership rights over the Suica Card coincident with its disposal by the user. The deposit stipulated in IC Card Handling Rules Article 6 shall be deemed to have been returned to the user by JR East when an equivalent SF balance is added to The Suica via the transferred issue procedure.
  5. When a Suica Card becomes invalid after a transferred issue, the unique identification number assigned to that Suica Card also expires, and the services managed or utilized by means of that unique identification number are not inherited by The Suica. However, this does not apply in cases where there are provisions for separate procedures to continue their use etc. and those procedures have been carried out.
  6. JR East bears absolutely no responsibility for any loss or disadvantage suffered by the user resulting from a malfunction of the mobile device or an unstable connection during the procedure described in this article.

(Fees)

Article 9

No membership or usage fees are charged for The Suica. However, this does not apply in cases where the operating entities of other companies’ apps stipulate otherwise.

  1. Regardless of the stipulations in the preceding paragraph, a set handling fee stipulated by JR East will be incurred if the user initiates a procedure described in Articles 18, 29, 30, 34, 35 and 39, such as a revision or reimbursement.

(Membership Registration)

Article 10

A user who is a resident of Japan is required to register as a Mobile Suica member (a procedure hereinafter referred to as “membership registration”) in order to use the services in Article 15 Clause 3, Article 17 Paragraph 4, Article 18 Paragraph 2, Article 19, Article 28, Article 30, Article 32, and Article 36. A user who resides outside of Japan cannot register as a member.

  1. If a user of the apps as Sections A, B, C, E, G, I, J, and K in Appendix I utilizes The Suica after registering their membership, the Suica is treated as a Registered Suica as defined in IC Card Handling Rules Article 3 Clause 1. However, if a user registers their membership in the apps as Section B in Appendix I, they can register their gender as desired regardless of the stipulations in Article 3 Clause 16. In addition, if he/she have received multiple issues of The Suica, as described in Article 7 Paragraph 4, or a transferred issue as described in Article 8, when membership registration is carried out for one of those issues, the remainder will all be treated as Registered Suicas under the same name.
  2. A user of the apps as Sections A, E, G, I, J, and K in Appendix I who have carried out the issue procedure described in Article 7 shall be deemed to have registered their membership at that time.
  3. A user of the apps as Sections B and C in AppendixⅠ who have received an issue as described in Article 7 or a transferred issue as described in Article 8 shall be deemed to have registered their membership by completing a prescribed procedure in the Section B app. The SF balance, commuter pass and discount pass data of The Suica prior to membership registration are inherited after the membership has been registered.
  4. If there are any changes to the membership information registered, the user shall promptly revise that information.
  5. JR East bears absolutely no responsibility for any loss or disadvantage suffered by the user resulting from any failure to revise information as stipulated in the preceding paragraph.
  6. Users of the apps as Sections F and H in Appendix I and users of Sharing Settings Suica cannot register as a Mobile Suica members. However, users of Sharing Settings Suica can register as members after canceling their sharing settings.

(Usage Environment, etc.)

Article 11

The user shall be responsible for, and bear the cost of, setting up and maintaining the mobile device, software, communications contract that must be concluded with the telecommunications carrier, and all other equipment and arrangements required to use The Suica.

  1. It is the user’s responsibility to pay the communication fees that are required when using The Suica and the Support Center.
  2. It is the user’s responsibility to furnish a printer and pay any printing costs etc. that are required when using the Members’ Menu.
  3. The Suica cannot be used if the mobile device has broken down or run out of battery, or if there is no stable connection. JR East bears absolutely no responsibility for any loss or disadvantage suffered by the user resulting from such circumstances.

(User Liability)

Article 12

The user is to comply with these rules, the rules stipulated separately by the operating entities of the apps, and with the prescribed operating methods etc. of the apps. If JR East suffers any damage as a result of the user acting in a way that transgresses those rules etc., or as a result of the user’s improper or illegal actions, JR East may demand compensation from the user.

(Suica Password Management)

Article 13

A Mobile Suica member is personally responsible for the management of the Suica password set for JR East app.

  1. A Mobile Suica member must not dispose of a Suica password in any way, for example by disclosing, lending, transferring, selling, or pawning it to a third party.
  2. If JR East has identified and handled the identical Suica password in JR East app, the Mobile Suica member shall bear responsibility for any loss suffered due to such causes as their inadequate management of their Suica password, their mistaken use of it, or its use by a third party. JR East bears absolutely no responsibility for any loss due to such causes.
  3. If a Mobile Suica member can no longer use The Suica as a result of having forgotten their Suica password, he/she shall reset their Suica password via the specific procedure stipulated by JR East.
  4. If a Mobile Suica member discovers that their Suica password has been utilized by a third party and used fraudulently for services connected with The Suica, he/she shall immediately inform the Support Center and deal with the situation in accordance with JR East’s instructions.

(Restriction or Suspension of Suica Use)

Article 14

In order to ensure smooth operation of passenger transport, or when deemed necessary, JR East may restrict or suspend the issue of The Suica and the user registration without giving prior notice. Moreover, if any of the following clauses apply, JR East can suspend, restrict, pause or terminate the use of The Suica.

  1. (1) If equipment required for a system managed or operated by JR East is undergoing maintenance or an inspection, or if a malfunction has occurred
  2. (2) If a telecommunications carrier is carrying out maintenance or an inspection of equipment required for the operation of a system managed or operated by JR East, or if a malfunction, interruption or suspension of its services has occurred, or if there is a danger of that happening
  3. (3) If the operating entities of the Suica apps have terminated services related to the use of The Suica
  4. (4) If mobile device production has been halted, suspended or terminated, or if there is a danger of that happens
  5. (5) If there is some other situation where it is unavoidable
  1. When JR East carries out a procedure described in the preceding paragraph, it shall post that information on the website. However, this does not apply in cases where an urgent need arises or if the cause lies in other companies’ apps, or if there is some other situation where the said procedure is unavoidable.
  2. JR East may restrict or suspend a user's use of the services and functions of apps if the user is found to have used the apps in a manner deemed inappropriate, or other cases where such measures are deemed necessary.
  3. JR East bears absolutely no responsibility for any loss or disadvantage suffered by the user resulting from measures stipulated in Paragraphs 1 and 3.
  4. If The Suica cannot be used while in transit due to a cause such as a malfunction of the mobile device or its battery running out, the user shall pay the passenger fare and fee for the trip or ride in cash or by some other means.

(Charging the Suica)

Article 15

The charging (top up) of The Suica shall be done as stipulated in the following clauses.

  1. (1) In addition to the prescribed procedure in the apps to charge The Suica, it is possible to use cash to charge The Suica at a machine that can procedure the charging of The Suica, or at a location such as a store which accepts the charging of The Suica. However, the SF balance per Suica has an upper limit of 20,000 yen.
  2. (2) Regardless of the preceding paragraph, JR East may place charging restrictions on a user who has admitted to the improper use of The Suica. JR East bears absolutely no responsibility for any loss or disadvantage suffered by the user resulting from such circumstances.
  3. (3) If a Mobile Suica member (excluding those using the app as Section J of Appendix I) has set VIEW CARD or a VIEW Type II affiliated card in their membership registration details (credit card), he/she can also utilize the Auto-Charge service, as stipulated in the Special Agreement for the Utilization of Auto-Charge Using a Mobile Suica.
  4. (4) When using a student commuter pass or newly issuing a Registered Suica in the app as Section B of Appendix I, a user can charge expenses from the Company’s apps to their credit card using One-Time Credit Card Payment. However, restrictions in the amounts that can be charged apply.
  5. (5) Charging is not possible in the app as Section D in Appendix I and Section D in Appendix II.
  6. (6) The amounts permissible per charge are stipulated by the operating entities of the apps.

(Confirming the SF Balance)

Article 16

The user (excluding those using the app as Section A, B, C, and E of Appendix II) can check the SF balance via the prescribed procedure in their app, devices capable of processing The Suica, and automatic ticket machines that can procedure Suica (excluding automatic ticket gates installed in Green Cars). Moreover, in Shared Settings Suica, administrators can also check the SF balance via the prescribed procedure.

(Confirming the Usage Log)

Article 17

The user can check the SF usage log of The Suica via the procedure stipulated by the operating entity of their Suica app, and via devices capable of managing The Suica. Moreover, in Shared Settings Suica, administrators can also check the usage log via the prescribed procedure.

  1. The usage log content that can be checked shall be as stipulated in the following clauses. However, it may not be possible to check the content if the device or system did not fully procedure the content at the time of use.
    1. (1) The date when the SF balance was used for a train ride or to enter or exit a gate, or was calculated, the section of line for which a fare was received, and the SF balance after the transaction
    2. (2) If The Suica was charged, the date of the transaction and the SF balance after the charge
    3. (3) If the SF balance has been used for a purpose such as buying a product, the date of the transaction and the SF balance after the transaction
  2. The period in which the usage log content specified in the preceding clauses can be checked, and the number of entries that can be checked, depends on the Suica app. In JR East app, it is possible to check the 100 most recent entries to the usage log, however it is not possible to check any entry that is older than 26 weeks.
  3. The usage log can be printed out by a machine capable of processing The Suica that has been designated by JR East. In addition, Mobile Suica members can check and print out the usage log via a procedure in the Members’ Menu.

(Reimbursement of the SF Balance)

Article 18

If the user no longer requires The Suica, he/she can request a reimbursement of the SF balance. However, he/she cannot request a reimbursement while in transit. Furthermore, if The Suica is utilizing services provided by a transport operator other than JR East, as stipulated in IC Card Handling Rules Article 59, the user can only request a reimbursement when he/she has completed procedures such as canceling the contract(s) for the said service(s). JR East bears absolutely no responsibility for any loss or disadvantage suffered by the user resulting from any procedures carried out by JR East based on their request if the user has failed to carry out procedures such as the cancellation of the said contract(s).

  1. Mobile Suica members can request a reimbursement via the prescribed procedure in JR East app or Members’ Menu, or by submitting a request to the Support Center. However, the reimbursement procedure shall only be carried out by JR East if the conditions stipulated in Article 21 Paragraph 6 are met. (Except when Article 21 Paragraph 2 applies.)
  2. This article does not apply to the apps in Sections F and H of AppendixⅠ. Requests for reimbursements shall be made via the method stipulated by the operating entities of those Suica apps.
  3. Users of the apps as Sections C, D, E, G, I, J, and K in Appendix I cannot request a reimbursement via an app operation. The user (excluding those using the app as Section J of Appendix I) must set up JR East app, and then carry out the procedure stipulated in Paragraph 2 or submit a request to the Support Center. Please note that membership registration is required for users of the apps as Section C when they undergo this procedure.
  4. When JR East has received a request for reimbursement as described in Paragraphs 2 or 3, JR East shall reimburse the user via a remittance to an account specified by the user, and under their name, at a financial institution in Japan, or by some other method deemed appropriate by JR East. Reimbursement shall in principle only be possible if the user is a resident of Japan. However, in the circumstances stipulated in Article 21 Paragraph 2, or in other cases where JR East deems so necessary, the reimbursement may be remitted to an account at a financial institution in Japan that is under a name other than that of the user.
  5. The user, or person who intends to receive the reimbursement, shall provide any information JR East requests in order to carry out the reimbursement stipulated in the preceding paragraph, and shall also respond to JR East’s inquiries. If the user has supplied JR East with mistaken information about an account at a financial institution in Japan (stipulated in the preceding paragraph), or if the user does not provide information requested by JR East or respond to JR East’s inquiries, JR East shall carry out the procedures up to and including the procedure stipulated in Paragraph 8, but shall not make the reimbursement until receiving a separate notification of the correct information.
  6. If a Mobile Suica member requests a reimbursement while their The Suica includes a valid commuter pass, Suica Green Car ticket, or discount pass, he/she will be deemed to have requested a reimbursement of the said commuter pass, Suica Green Car ticket, or discount pass at the same time. In such a case, the stipulations in Article 30 shall apply to the commuter pass, the stipulations in Article 35 to the Suica Green Car ticket, and the stipulations in Article 39 to the discount pass.
  7. If a Mobile Suica member has submitted a request for the reimbursement of the SF balance of all the Suica(s) issued in the same OS and management system, he/she shall be deemed to have submitted at the same time a request to withdraw from their Mobile Suica membership, as stipulated in Article 21.

(Reissue of the Suica)

Article 19

In cases such as where their mobile device has been lost or stolen, or has broken down, and a Mobile Suica member cannot perform the prescribed procedure in JR East app on the mobile device where The Suica was set up, the Mobile Suica member can request the registration procedure required to reissue The Suica (this procedure is hereinafter referred to as the “reissue registration”) via procedure in the Members’ menu or by submitting a request to the Support Center.

  1. JR East will carry out The Suica reissue registration based on the request only when all the conditions in the following clauses have been met.
    1. (1) The person who submits the request is a Mobile Suica member at the time
    2. (2) The Mobile Suica member’s data are recorded correctly in JR East’s system
  2. After the reissue registration in Paragraph 2 has been completed, JR East shall reissue a commuter pass from that day onward, and the SF balance and discount pass from the start of services the following day onward. However, even if a Green Car ticket was included in The Suica prior to the reissue registration, it cannot be reissued or reimbursed.
  3. After the reissue registration, the use of The Suica is suspended from the moment when the procedure is completed in JR East’s system, and that procedure cannot be reversed. Furthermore, if an attempt is made to use the said Suica after its use has been suspended, it may become impossible to carry out the procedure and utilization stipulated in Paragraph 8.
  4. Regardless of the stipulations in Paragraph 1, the user of the app as Section C in AppendixⅠ can perform a reissue registration via a procedure of the management system stipulated by the operating entity of those apps. In such cases, it does not matter whether the user is a Mobile Suica member or not.
  5. Regardless of the stipulations in Paragraph 1, reissue of The Suica sometimes occurs against the intentions of the user in the apps as Sections A, B, C, D, E, F, G, I, and K in Appendix I, due to a malfunction of the mobile device, app, or software etc. In such cases, it does not matter whether the user is a Mobile Suica member or not.
  6. The unique identification number assigned to The Suica expires as a result of the reissue registration, and the services managed or utilized by means of that unique identification number are not inherited by The Suica reissued. However, this does not apply in cases where there are provisions for separate procedures to continue their use etc. and those procedures have been carried out.
  7. The user can use The Suica reissued by completing the prescribed procedure in a mobile device managed by the same account in the same OS and management system in which The Suica was set up prior to the reissue registration.

Article 20

JR East bears absolutely no responsibility for any loss or disadvantage suffered by the user due to any delays or limitations that may occur in the operations or procedures of the apps as a result of a malfunction of the mobile device or software, or an unstable connection.

  1. Regarding the handling of The Suica, JR East bears no responsibility towards anyone other than the user. If a Registered Suica is in the possession of, or used by, a person other than the said registered user, JR East shall bear no responsibility towards anyone other than the said registered user.
  2. Except in cases stipulated in these rules or as a special case, JR East bears absolutely no responsibility even if a user suffers some disadvantage or loss as a result of acquiring some benefit from The Suica, or as a result of forfeiting or no longer being able to use the benefit acquired from The Suica.
  3. Even if a request for reissue registration has been made, as defined in Article 19, JR East will offer no compensation if The Suica has been used until the completion of procedure to suspend its use.
  4. The unique identification number assigned to The Suica prior to a change of mobile device expires as a result of the procedures stipulated in Section 3 Chapter 2, and the services managed or utilized by means of that unique identification number are not inherited by The Suica after the change. JR East bears absolutely no responsibility for any loss or disadvantage suffered by the user resulting from such circumstances.
  5. JR East shall bear absolutely no responsibility for any loss or disadvantage suffered by the user resulting from the use of The Suica, unless they result from bad faith or gross negligence on the part of JR East.
  6. A procedure carried out via an app, the Members Menu or the Support Center cannot be canceled once the operation has been completed. JR East bears absolutely no responsibility for any loss or disadvantage suffered by the user resulting from such circumstances.

(Termination or Limitation of Use, and Membership Withdrawal)

Article 21

If a user wishes to terminate his/her use of The Suica, he/she shall request the reimbursement of the SF balance as stipulated in Article 18, and his/her user registration will be canceled upon completion of the said procedure. As of that point, he/she shall be deemed to have waived all rights regarding The Suica.

  1. A deceased Mobile Suica member shall be deemed to have withdrawn their membership when he/she died. Regardless of the stipulations in Paragraph 6 Clause 1, JR East shall carry out the membership withdrawal procedures when the legal heir has requested a reimbursement via the procedure stipulated by JR East.
  2. JR East may revoke user registration without any prior notice or notification to the user if it has ascertained that any of the reasons stipulated in the following clauses apply. In which case, the user will no longer be able to use The Suica in the mobile device.
    1. (1) The user has infringed these rules or any other rules that apply to the use of The Suica
    2. (2) Any of the reasons stipulated in Article 7 Paragraph 1 have been confirmed to apply
    3. (3) The user has failed to revise or update their user registration, and can no longer be contacted via the operating entity of the relevant app
    4. (4) JR East deems that the user is unsuitable for some other reasons
  3. If JR East judges from the circumstances of The Suica’s use that there is a logical risk that the clauses in the preceding paragraph apply, or if JR East deems that there is some other need to do so, JR East may, without any prior notice or notification to the user, limit all or some of their use of The Suica, or carry out the procedures to withdraw their Mobile Suica membership.
  4. JR East shall bear absolutely no responsibility even if the user suffers some disadvantage or loss as a consequence of the measures in Paragraph 2.
  5. JR East will carry out membership withdrawal procedures based on the request only when all the conditions in the following clauses have been met.
    1. (1) The person who submits the request is a Mobile Suica member at the time
    2. (2) The Mobile Suica member’s data are recorded correctly in JR East’s system

(Acquisition, Retention and Joint Use of Personal Information)

Article 22

The user or applicant agrees that JR East may, after taking the necessary steps to safeguard it, use the information regarding the user in the following clauses (1) to (6) for the purposes shown in clauses a. to i.

  1. (1) Name, telephone number, date of birth, e-mail address, financial institution account data, etc. (User registration content)
  2. (2) Items related to the contract between the user and JR East regarding The Suica
  3. (3) Details of the use of the Suica by the user
  4. (4) Unique identification number stored in the IC chip installed in the mobile device
  5. (5) Location information such as GPS obtainable from the mobile device (Only acquired in cases where it is necessary in order to attain the purposes of use stipulated in this paragraph, and after obtaining the explicit consent of the Mobile Suica member.)
  6. (6) Image data such as credentials uploaded to the Support center as stipulated in Article 28 Paragraph 3

[Purposes of use]

  1. a. To confirm the content of the user registration
  2. b. To confirm the user qualifies to purchase a commuter pass for a student
  3. c. For contact required to provide The Suica services
  4. d. To register the user of a Registered Suica as stipulated in Article 10 Paragraph 2
  5. e. To provide information about services and promotional campaigns etc.
  6. f. To use and provide information acquired from the understanding and analysis of user data and usage trends (This however does not include data that can identify an individual)
  7. g. To provide information about businesses managed by JR East group companies that are listed in documents such as JR East’s annual securities report (Specific business details are announced via methods prescribed by JR East, such as websites.)
  8. h. To confirm where a reimbursement is to be remitted (Financial institution account data is only used for this purpose.)
  9. i. For necessary communications with credit card issuing companies etc. regarding the payment of fees etc. related to the use of The Suica, and to confirm the validity of credit cards
  1. If the user’s mobile device malfunctions or the like, the user consents to JR East providing parties such as the telecommunications carrier with whom the user has a communications services contract and the manufacturer of the mobile device with information listed in Clause 4 of the preceding paragraph in order that the said malfunction or the like can be investigated and dealt with, and the user contacted. JR East shall only provide that information after taking the necessary steps to safeguard it.
  2. The user consents to the fact that JR East may retain the personal information listed in the clauses in Paragraph 1 that is for the purpose of use stipulated in Paragraph 1, even after the user has terminated their use of The Suica. The user also consents to the deletion of the image data stipulated in Paragraph 1 Clause 6 after a specified period of time.
  3. Joint use by JR East of the user’s personal information shall be as stipulated in the following clauses.
    1. (1) Jointly used personal information
      • ① Operating entities of other company’s apps: Those stipulated in Paragraph 1 Clauses 1 to 4 of this article (this only applies to data connected to the user of other company’s app.)
      • ② JR East group companies:
        The items stipulated in Paragraph 1 Clauses 1 to 5 of this article (excluding the financial institution account data etc. listed in Clause 1)
    2. (2) Joint users
      • ① Operating entities of other company’s apps
      • ② JR East group companies (However, in the case of Suica issued on or prior to March 20, 2021 (JST), joint use is only permitted when it is necessary to achieve the purposes of use stipulated in this paragraph and when the explicit consent of the user has been obtained.)
    3. (3) Purposes of use
      • ① Operating entities of other company’s apps: Purposes of use listed in Paragraph 1 of this article
      • ② JR East group companies: Items e), f) and g) in the purposes of use listed in Paragraph1 of this article
    4. (4) The party responsible for managing the personal information
  4. JR East shall refuse user registration to a user or applicant who is unable to give their approval to some or all of the terms of agreement stipulated in this article. In a case where JR East has refused user registration, personal information may be used for a limited period of time, regardless of the reason why the user registration was not validated. It will only be used for the purpose in Paragraph 1 Clause a), due to the fact that the procedure to commence utilization had begun.

Section 2 Passenger Transport Operation

Chapter 1 General Regulations

(Passenger Transport, etc.)

Article 23

Passenger transport etc. using The Suica on JR East’s lines shall be as stipulated in IC Card Handling Rules Section 2 and in this section.

(Usage)

Article 24

When a passenger uses The Suica to board a train, he/she must have it inspected by an automatic ticket gate when he/she accesses the platform (including automatic ticket gates at stations where Shinkansen trains stop (if it is a station where a limited express train stops between Fukushima and Shinjo on the Ou Main Line or a station where a limited express train stops between Omagari and Akita on the Tazawako Line or Ou Main Line, this includes inspection at the transfer gate; the same applies hereinafter)) and have the same The Suica inspected by an automatic ticket gate when he/she exits at a station. If the mobile device has received multiple issues of The Suica, in accordance with the stipulations of Article 41, the user must select one of them to use. In addition, the said multiple issues of The Suica cannot be used at the same time by multiple people.

  1. Regardless of the stipulations in the preceding paragraph, the SF balance of The Suica that is not in transit can be allocated to pay the appropriate amount required for another fare ticket (including that of an issue of The Suica that has been inspected by an automatic ticket gate) at a station etc. that can procedure The Suica.
  2. When performing the procedure mentioned in the preceding paragraph, if the SF balance is less than the amount required to be allocated, the fare adjustment can be performed by adding cash or by allocating the balance in an Orange Card covered by Article 306 of the Passenger Transport Regulations, the SF balance of an IO Card as stipulated in Procedural Regulations for the East Japan Railway Company’s IO Card ( East Japan Railway Company Public Announcement No. 28, of February 2007), or the SF balance of another Suica.
  3. In the case of the procedures in Paragraphs 2 and 3, a Suica SF balance of less than 10 yen cannot be allocated to the amount required to pay a fare.
  4. When a user purchases a Suica Green Car Ticket and travels in a Green Car, the said ticket must be inspected by an on-board ticket checking system or the crew. In addition, when two or more Green Cars are used during the trip without exiting a station, the said ticket must be inspected by an on-board ticket checking system when leaving the first train and when boarding the next train.

(Ticket Validity)

Article 25

When using The Suica as stipulated in Article 24 paragraph 1, the validity of a ticket shall be as stipulated in the following clauses, and in Article 40 Clauses 2 to 4, IC Card Handling Rules.

  1. (1) It shall be valid only for a one-way trip. In addition, only one adult can use The Suica for each trip.
  2. (2) If the mobile device has received multiple issues of The Suica, in accordance with the stipulations of Article 37, the user can select one of them to use on the trip.

(Where a Ticket Becomes Invalid, etc.)

Article 26

JR East shall carry out the procedure to terminate The Suica stipulated in Article 21 Paragraph 3 if any of the clauses stipulated in Article 43 Paragraph 1, IC Card Handling Rules apply.

  1. The stipulations in the preceding paragraph shall apply mutatis mutandis if the user has carried out any counterfeit, forged or improper operation or procedure with regard to the mobile device or The Suica and used it.
  2. The Suica shall be invalid in accordance with Paragraph 1, and the stipulations in Article 50, IC Card Handling Rules shall apply with regard to the method by which a passenger fare and surcharge are received if the use of the mobile device has been suspended.

(Attempted Unauthorized Use)

Article 27

The procedures to suspend the use of The Suica shall be implemented if the user has carried out any counterfeit, forged or improper operation or procedure with regard to the mobile device or The Suica and attempts to use it.

  1. In addition to the actions described in the preceding paragraph, the stipulations in the preceding paragraph shall apply mutatis mutandis if the user has attempted to use the mobile device as a means of traveling without a valid ticket.

Chapter 2 Sales and Reimbursements, etc

(Sale of a Commuter Pass)

Article 28

Mobile Suica members can purchase a commuter pass, as defined in Article 26 and 26-2 (excluding cases stipulated in Paragraphs 3 to 5 of the same article) of IC Card Handling Rules, via the prescribed procedure in JR East app. However, they cannot purchase it for a child, or that straddles other railway companies’ lines.

  1. In the case of the apps in Section C of AppendixⅠ, and only when The Suica contains a valid commuter pass, it is possible to purchase a commuter pass for the same section and route that continues on from the valid period of the said commuter pass. With regard to a commuter pass that has undergone a transferred issue as stipulated in Article 8, in the case of the apps as Section C in AppendixⅠ, only when carrying out the procedure stipulated in this paragraph does it not matter whether the user is a Mobile Suica member or not.
  2. When a user purchases a student commuter pass and any of the following conditions are met, the user shall make an online reservation with the Support Center by two days before beginning the period of validity of the pass by uploading an attendance certificate or the certificate included with proof of purchase of the student commuter pass as stipulated by the Company in Passenger Transport Regulations through the Company’s app. The Support Center shall confirm the student’s scheduled graduation date through verification with an attendance certificate, etc. and an expiry date shall be set for the student commuter pass.
    The reservation shall be approved by the Support Center by the day after the date on which the reservation process is completed, and the user shall perform the purchase procedure through the Company’s app, designating a date within 14 days after completion of approval on which usage will start. However, this stipulation may not apply in situations such as system issues or a particularly heavy volume of applications. In such cases, Mobile Suica members shall be notified by the methods stipulated in Article 50 Paragraphs 1 and 2.
    1. (1) In the case of a new purchase
    2. (2) When the validity period surpasses the student commuter pass expiry date
    3. (3) When the discount section, section, or route is changed
  3. Information about a commuter pass, such as its period of validity, section of line, route and price, can be shown in JR East app, the apps as Sections C, E, G, I, and K in Appendix I, or the Members’ Menu.
  4. The credit card payment is processed at the moment the transaction contract becomes valid as stipulated in Article 5 Paragraph 2.
  5. In accordance with Paragraph 3, users can use One-Time Credit Card Payment when purchasing a student commuter pass through the Company’s app.

(Revision of a Commuter Pass)

Article 29

In the case of revision of a commuter pass purchased in accordance with the stipulations of the preceding article, the user shall request a reimbursement of the commuter pass that is no longer needed, and at the same time purchase a new commuter pass.

  1. The procedure stipulated in the preceding paragraph shall be carried out via a prescribed procedure in JR East app. However, if the revision is made to a commuter pass connected with a section or route that cannot be purchased via JR East app, it shall be handled via a prescribed procedure stipulated separately by JR East.

(Reimbursement for a Commuter Pass)

Article 30

If the user no longer requires a commuter pass, he/she can request a reimbursement during service hours via a prescribed procedure in JR East app. If the user no longer requires The Suica and also wants a reimbursement of the SF balance, as stipulated in Article 18 Paragraph 7, the reimbursement can also be requested via a procedure in the Members’ Menu. However, a reimbursement may not be requested while in transit.

  1. When reimbursement of a commuter pass has been requested, as defined in the previous paragraph, a handling fee of JPY220 shall be deducted from the reimbursement amount calculated according to the following clauses, and the balance paid to the credit card account used when the commuter pass was purchased. In such a case, the payment date shall be the date designated by the issuer of the credit card.
    1. (1) If an application for reimbursement is made before the start of the period of validity, the fixed-term commutation fee that has already been paid (or the total of the passenger fare and railway station barrier-free fee in accordance with Passenger Transport Regulations Article 66 or East Japan Railway Company Regulations for Transportation between Different Railways (East Japan Railway Company Public Announcement No. 21, of April 1987, hereinafter referred to as “Transportation between Different Railways Regulations”) Article 41-2 and 37-2 if applicable; the same applies throughout this article).
    2. (2) If an application for reimbursement is made after the start of the period of validity, in accordance with the stipulations in Passenger Transport Regulations Article 277 or Transportation between Different Railways Regulations Article 99, a fixed-term commutation fee corresponding to the elapsed period of use deducted from the fixed-term commutation fee that has already been paid and the balance.
  2. When a request for reimbursement is made via JR East app or the Members’ Menu, the procedure shall be carried out during the service hours, and the reimbursement shall be deemed to have been requested once the procedure has been completed in JR East’s system.
  3. If the user no longer requires The Suica and also wants a reimbursement of the SF balance, as stipulated in Article 18 Paragraph 7, a handling fee of JPY220 shall be deducted from the total reimbursement amount for the commuter pass and SF balance, and the remaining amount shall be reimbursed. When a request for reimbursement is made by submitting a request to the Support Center, the procedure required for the reimbursement shall be carried out during its service hours by the agent, and the reimbursement shall be deemed to have been requested once the procedure has been completed in JR East’s system.
  4. When a reimbursement cannot be made via a credit card as described in Paragraph 2, JR East shall reimburse the user via a remittance to the bank account specified by the user, and under his/her name, at a financial institution in Japan, or by some other method deemed appropriate by JR East.
  5. If a commuter pass cannot be used for a period of five consecutive days or longer due to the suspension of train services, the extension of the period of validity of the commuter pass, which is amongst the provisions of Passenger Transport Regulations Article 282 Paragraph 1 Clause 1-29, shall not apply. In such a case, the user can request a reimbursement calculated according to the stipulations in Passenger Transport Regulations Article 288.

(When a Commuter Pass Becomes Invalid, etc.)

Article 31

If the stipulations in IC Card Handling Rules Article 43 and Passenger Transport Regulations Article 168 apply, or if the credentials etc. stipulated in Article 28 Paragraph 3 have been forged, falsified or improperly used, in accordance with the stipulations of Article 21 Paragraph 3 JR EAST shall make The Suica invalid and carry out the procedure to suspend the use of the mobile device. (This includes cases where the credentials etc. stipulated in Article 28 Paragraph 3 have been improperly used to purchase the same commuter pass for a student as in The Suica with the Suica in another mobile device, with an IC card stipulated in IC Card Handling Rules Article 3 Clause 10, or with a magnetic commuter pass for a student.)

  1. If The Suica has been made invalid and the use of the mobile device has been suspended in accordance with Paragraph 1, the stipulations in IC Card Handling Rules Article 51 shall apply with regard to the method by which a passenger fare and surcharge are received.

(Sale of Suica Green Car Tickets)

Article 32

Mobile Suica members can purchase a Suica Green Card Ticket for the amount stipulated in Article 27 Paragraph 4, IC Card Handling Rules, via the prescribed procedure in JR East app. However, it cannot be purchased with the SF balance at a ticket vending machine.

  1. Sections that can handle Suica Green Car Tickets are stipulated in Appendix 4, IC Card Handling Rules.
  2. Information about a Suica Green Car ticket, such as the section for which it is valid, date of purchase and price, can be shown in JR East app, in the apps as Sections C, E, G, I, and K in Appendix I, or the Members’ Menu.
  3. The credit card payment is processed at the moment the transaction contract becomes valid as stipulated in Article 5 Paragraph 2.

(Restrictions of Suica Green Car Tickets)

Article 33

The procedure to purchase a Suica Green Car Ticket shall be completed prior to boarding the Green Car. If the procedure has not been completed prior to the ticket inspection by the crew, a Green Car ticket at the price stipulated in Passenger Transport Regulations Article 130 Paragraph 1 Clause 2C(A) shall be purchased using cash or the SF balance.

  1. After a Suica Green Car Ticket has been purchased, The Suica that purchased the Suica Green Car Ticket cannot purchase another Suica Green Car Ticket until the original one has been used or has been reimbursed in accordance with the stipulations in Article 35.
  2. A Suica Green Car Ticket purchased in accordance with the stipulations in Article 32 cannot be used by anyone other than the Mobile Suica member.
  3. If multiple issues of The Suica have been made to a mobile device, even if multiple purchases of Suica Green Car Tickets have been made in accordance with the stipulations in Article 32, the tickets cannot be used by anyone other than the Mobile Suica member.
  4. The reissue restriction stipulated in Article 19 Paragraph 3 also applies to Suica Green Car Tickets supplied free of charge (including those for which points etc. were redeemed. The same applies hereinafter.)

(Revision of a Suica Green Car Ticket Journey)

Article 34

The stipulations in IC Card Handling Rules Article 48 shall apply with regard to procedures related to the revision of Suica Green Car Tickets. However, the Suica Green Car Ticket after the revision stipulated in IC Card Handling Rules Article 48 Paragraph 2 shall be purchased via the prescribed procedure in JR East app.

(Reimbursement for a Green Car Ticket)

Article 35

If the user no longer requires a Suica Green Car Ticket before he/she uses, he/she can request a reimbursement via a prescribed procedure in JR East app during the service hours of the day that the ticket was sold in accordance with the stipulations of Article 32.

  1. When a reimbursement has been requested, as defined in the previous paragraph, a handling fee of JPY220 shall be deducted from the price of the Suica Green Car Ticket, and the balance paid to the credit card account used when it was purchased. In such a case, the payment date shall be the date designated by the issuer of the credit card. In such a case, the payment date shall be the date designated by the issuer of the credit card.
  2. The stipulations of IC Card Handling Rules Article 56 Paragraph 3 shall apply if the operation of the relevant train becomes impossible after the user purchased a Suica Green Car Ticket, and the ticket has been inspected by an on-board checking system or the crew.
  3. It is not possible to request a reimbursement for Green Car ticket that was supplied free of charge.

(Sale of Discount Passes)

Article 36

Mobile Suica members can purchase a discount pass, as defined in IC Card Handling Rules Article 27-2, via the prescribed procedure in JR East app. However it cannot be purchased with the SF balance at a ticket vending machine.

  1. Information about discount passes, the sections for which they are valid, the release date and the price can be checked in the JR East app and the Members’ Menu.
  2. Only discount passes that are valid from the release date are made available.
  3. The credit card payment is processed at the moment the transaction contract becomes valid as stipulated in Article 5 Paragraph 2.

(Restrictions on Discount Passes)

Article 37

After a discount pass has been purchased, The Suica that purchased the discount pass cannot purchase a new discount pass until the original one has been used or has been reimbursed in accordance with the stipulations in Article 39.

  1. If there is a valid commuter pass in The Suica, that Suica cannot purchase a new discount pass until the said commuter pass is no longer valid or has been reimbursed in accordance with the stipulations in Article 30, except in cases where multiple issues of The Suica have been made to a mobile device and the discount pass is purchased by an issue of The Suica that did not issue the said commuter pass.
  2. A discount pass purchased in accordance with the stipulations in Article 36 cannot be used by anyone other than the Mobile Suica member.
  3. If multiple issues of The Suica have been made to a mobile device, even if multiple purchases of discount passes have been made in accordance with the stipulations in Article 36, the said passes cannot be used by anyone other than the Mobile Suica member.

(Revisions to Discount Passes)

Article 38

No revisions shall be made to a discount pass before it is used, as stipulated in IC Card Handling Rules Article 49-2, or to the start of its period of validity.

(Reimbursement for a Discount Pass)

Article 39

If the user wants a reimbursement for a discount pass before it is used, as stipulated in IC Card Handling Rules Article 49-3, he/she can request a reimbursement via a procedure in the JR East app during the period the said pass is valid.

  1. When a reimbursement has been requested, as defined in the previous paragraph, a handling fee shall be deducted from the price of the said discount pass and the balance paid to the credit card account used when it was purchased. In such a case, the payment date shall be the date designated by the issuer of the credit card.
  2. The stipulations of IC Card Handling Rules Article 56 Paragraphs 2 and 4 shall apply mutatis mutandis if the operation of the relevant train becomes impossible after the user has purchased a discount pass and it has been inspected by an automatic ticket gate.

Section 3 (Procedures regarding Suica Apps)

Chapter 1 Management of The Suica

(Use of the Management System)

Article 40

Users of the apps as Sections A, B, C, D, E, F, G, I, and K in Appendix I shall manage The Suica via the methods stipulated in the following clauses.

  1. (1) Users of the apps as Sections A, D, E, G, I, and K in Appendix I can back up The Suica issued to a mobile device to the system managed by JR East via the procedure stipulated by the operating entity of the app/service in Section D. Those users can set up and use the backed up The Suica on a mobile device managed by the same account of the same management system.
  2. (2) Users of the apps as Sections B and C in Appendix I can back up The Suica issued to a mobile device to the system managed by JR East via the procedure stipulated by the operating entity of the app/service in Section C. Those users can set up and use the backed up The Suica on a mobile device managed by the same account of the same management system.
  3. (3) Users of the apps as Section F in Appendix I can back up The Suica issued to a mobile device to the system managed by JR East via the procedure stipulated by the operating entity of the app/service in Section C or D. Those users can set up and use the backed up The Suica on a mobile device managed by the same account of the same management system.
  1. Users of the apps as Section H and J in Appendix I shall manage and use The Suica via the methods stipulated by the operating entities of the apps. However, users of the apps as Section H in Appendix I cannot set up and use The Suica in another mobile device.

(Designation of the Suica to Be Used)

Article 41

When users of the apps as Sections A, B, C, D, E, F, G, I, and K in Appendix I utilize The Suica set up in a mobile device, they shall designate one to be used via the methods stipulated in the following clauses.

  1. (1) Users of the apps as Section A, D, E, G, I, and K in Appendix I shall set and use a main card via the methods stipulated by the operating entity of the app as Section D.
  2. (2) Users of the apps as Section B and C in Appendix I shall set and use an express card via the methods stipulated by the operating entity of the app as Section C. If the express card is not set, or if the shop or vending machine receiving payment via The Suica so requires, each time The Suica is used, the users shall first authenticate their identity on the mobile device via the procedure stipulated by the operating entity of the apps as Section C.
  3. (3) Users of the apps as Section F in Appendix I who are using Android shall set a main card via the methods stipulated by the operating entity of the app as Section D. Users who are using iOS shall set and use an express card via the methods stipulated by the operating entity of the app as Section C. If the express card is not set using iOS, or if the shop or vending machine receiving payment via The Suica so requires, each time The Suica is used, the users shall first authenticate their identity on the mobile device via the procedure stipulated by the operating entity of the apps as Section C.
  1. If the setups and operations in the preceding paragraph are not performed, JR East shall not pay any compensation for any utilizations, payments or the like of a card other than The Suica that the user has tried to utilize.

Chapter 2 Switching Mobile Devices

(Switching from an Android OS to another Android OS)

Article 42

When the user of the apps as Sections A, D, E, F, G, I, and K in Appendix I switches The Suica to another mobile device (Android OS) to use it there, he/she shall first back up The Suica in the system managed by JR East via the procedure stipulated by JR East, doing this in the app as Section D in the mobile device he/she was using before the switch, and then carry out the set up procedure on the mobile device they will use after the switch.

  1. Regardless of the preceding paragraph, if the user did not carry out the required procedure on the mobile device he/she was using before the switch, he/she shall carry out the procedure stipulated in Article 19.

(Switching from an iOS or watchOS to another iOS or watchOS)

Article 43

When the user of the apps as Sections B, C, and F in AppendixⅠ switch The Suica to another mobile device (iOS, watchOS) to use it there, he/she shall first back up The Suica in the system managed by JR East via the procedure stipulated by operating entity of the apps in Section C, doing this in the app in Section C in the mobile device he/she was using before the switch, and then carry out the set up procedure on the mobile device he/she will use after the switch.

  1. Regardless of the preceding paragraph, if the user did not carry out the required procedure on the mobile device he/she was using before the switch, he/she shall carry out the procedure stipulated in Article 19. However, regardless of the stipulation in Article 19, the user of the app as Section F shall do so via the method stipulated by the operating entity of the app in Section F.

(Switching from an Android OS to an iOS or watchOS)

Article 44

When the user of the apps as Sections A, D, E, G, I, and K in Appendix I switches The Suica to another mobile device (iOS, watchOS) to use it there, he/she shall first back up The Suica in the system managed by JR East via the procedure stipulated by JR East, doing this in the app in Section D in the mobile device he/she was using before the switch, and then carry out the set up procedure stipulated by JR East on the mobile device he/she will use after the switch.

  1. Regardless of the preceding paragraph, if the user did not carry out the required procedure on the mobile device he/she was using before the switch, he/she shall carry out the procedure stipulated in Article 21.

(Switching from an iOS or watchOS to an Android OS)

Article 45

When the user of an app in Section B or C of AppendixⅠ switches The Suica to another mobile device (Android OS) to use it there, he/she shall first back up the Suica in the system managed by JR East via the procedure stipulated by operating entity of the apps in Section C, doing this in one of the said apps in Section C in the mobile device he/she was using before the switch, and then carry out the set up procedure stipulated by JR East on the mobile device he/she will use after the switch.

  1. Regardless of the preceding paragraph, if the user did not carry out the required procedure on the mobile device he/she was using before the switch, he/she shall carry out the procedure stipulated in Article 21.

(Switching from a Wear OS to another Wear OS)

Article 46

When the user of the apps as Sections J in Appendix I switches The Suica to another mobile device (Wear OS) to use it there, he/she shall first back up the Suica in the app as Section J via the procedure stipulated by operating entity of the app as Section J, doing this in one of the said apps as Section J in the mobile device he/she was using before the switch, and then carry out the set up procedure on the mobile device he/she will use after the switch.

(Exceptions)

Article 47

Only the stipulations in Article 43 shall apply to the app as Section F in AppendixⅠ. The stipulations in Articles 42 to 45 shall not apply to the apps in Section H, which shall use the method stipulated by the operating entities of those Suica apps.

Section 4 Others

(Service Hours)

Article 48

Service hours shall be stipulated by JR East.

(App Updates, etc.)

Article 49

In order to maintain and enhance quality with regard to The Suica, JR East and the operating entities of other companies’ apps may carry out any necessary updates without giving prior notice.

  1. JR East bears absolutely no responsibility for any loss or other kind of disadvantage resulting from a user being unable to utilize The Suica as a result of updates, or the preparation and implementation thereof, to software, systems, apps or the like that are carried out by JR East and the operating entities of other companies’ apps.
  2. JR East bears absolutely no responsibility for any loss or other kind of disadvantage resulting from a user being unable to utilize The Suica as a result of updates, or the preparation and implementation thereof, to systems or software that are carried out by telecommunications carriers, mobile device manufacturers, or the like.

(Methods of Notifying Users)

Article 50

Unless otherwise provided for in rules or the like, JR East shall notify Mobile Suica members via a method which JR East deems appropriate, such as announcements in JR East app or on JR East website.

  1. When a notification is given in accordance with the preceding paragraph, the notification to the user shall be deemed completed when it becomes possible for the user to see the content posted by JR East in JR East app or on JR East website.
  2. Regardless of the stipulation in the preceding paragraph, the method of notifying the users of other companies’ apps shall be stipulated by the operating entities of those apps.

(Jurisdiction)

Article 51

If a problem concerning this service arises between the user and JR East that cannot be resolved, Tokyo District Court shall be the court of first instance with exclusive jurisdiction over reaching an agreement.

Additional Provision

These rules shall be effective as of January 15, 2025 JST.
