JR East Group Compliance Initiatives
- In June 2026, JR East Group established the “JR East Group’s ‘Determination and Commitment’” as the guiding principle and code of conduct for everyone working within the Group in place of the “Policy on Legal and Regulatory Compliance and Corporate Ethics.” To ensure compliance, we will promote the embedding and practical implementation of this “Determination and Commitment.”
- JR East also operates the “Compliance Consultation Desk” to serve as the primary point of contact for whistleblowing and related reports.
- In response to global efforts to strengthen regulations on bribery and misconduct, the Group introduced the “Basic Policy for Preventing Bribery of Foreign Public Officials, etc.” in June 2014.

Announcement from the JR East Group Compliance Consultation Desk
The JR East Group operates a Compliance Consultation Desk in line with the intent of the Whistleblower Protection Act.
This desk lets JR East Group employees seek advice on and report any actions within the group that violate or may violate laws or corporate ethics. Individuals who have business relationships with the JR East Group can also use the desk to seek advice on and report “reportable facts” as defined in Article 2, Paragraph 3 of the Whistleblower Protection Act, or other legal violations, including acts of corruption or human rights infringements. - The JR East Group will not take any adverse action against you for making a whistleblower report through this hotline.

Basic Policy to Prevent Bribery of Foreign Public Officials, etc.
- Executive officers, employees and all those working for East Japan Railway Company and its Group companies (JR East) shall comply with the Unfair Competition Prevention Act of Japan, Foreign Corrupt Practices Act of the U.S., and Bribery Act 2010 of the U.K., as well as the anticorruption laws and regulations of other countries (collectively designated herein as "Anticorruption Laws and Regulations").
- No executive officers, employees or any of those working for JR East shall give, offer or promise to give, any Pecuniary or Other Benefits to Foreign Public Officials, etc. , directly or indirectly, in order to obtain or retain business or an improper business advantage to JR East in the conduct of business.
- Executive officers, employees and all those working for JR East shall engage in lawful and proper business activities overseas, and maintain and properly keep accurate records such as transaction details, aims, etc., for each of these business activities.
- Executive officers, employees and all those working for JR East shall promptly report to the relevant section within JR East when incidents are suspected to be in violation of Anticorruption Laws and Regulations, and of this Basic Policy.
Definitions
"Foreign Public Officials, etc." refers to:
- Any person holding a legislative, administrative or judicial office of a foreign country
- Any person exercising a public function for a foreign country, such as an employee or associate of a public organization of that foreign country
- Any person exercising a public function for a foreign country, such as an employee of a public enterprise of that foreign country
- Any official or agent of a public international organization
"Pecuniary or Other Benefits" refers to all gains and advantages not limited to money, marketable securities, gifts, donations, travels and other preferential treatments, including so-called "facilitation payments" (payments aimed at facilitating and expediting formal administrative procedures) which are in violation of Anticorruption Laws and Regulations and the regulations set by JR East.
