Greater Efforts to Alleviate Transportation Problems in Greater Tokyo

A project examining measures to prevent transportation problems in Greater Tokyo was established to combat a series of problems that resulted in the drastic interruption of transportation services in the Tokyo metropolitan area and inconvenienced a large numbers of passengers. We have now decided to inaugurate our Measures for Swift Implementation (approx. ¥7 billion by fiscal 2008) based on the results of the investigations carried out during the course of this project, in addition to the transport service interruption measures (approximately ¥160 billion) that we have been involved in to date. The implementation of these measures has begun. (Press Release of July 04, 2006.)
We will be investing approx. ¥137 billion (approx. ¥93 billion by fiscal 2008) in additional funds to strengthen the following measures for minimizing the disruption of transportation services, and work towards this end has begun this fiscal year. This means we will be investing a sum of approx. ¥300 billion in total in our aim to reduce service interruptions to a minimum.
Improving Facility and Rolling Stock Stability (Minimizing Transportation Problems)
The following measures will be adopted to improve the stability levels of ground facilities and rolling stock and reduce the number of disruptions to transportation services. (Scale of Investment: Approximately ¥126 billion)
| • | Upgrading and Providing Backup Systems for Malfunction Prevention Equipment and Replacing Rolling Stock |
| 1. | Improvements to Create Trouble-free Facilities and Facilities with Backup Systems (Scale of Investment: Approx. ¥19 billion)
Reinforcing the weak points on signal cables, using synthetic sleepers on bridge structures and implementing other measures to create trouble-free facilities and establishing dual backup systems for facilities will reduce the number of problems that arise with facilities. |
| 2. | Replacing Rolling Stock with Models with Backup Systems (Scale of Investment:Approx. ¥87 billion) [Already Announced]
The adoption of new rolling stock (Series E233) that feature back-ups for all main equipment on the Keihin Tohoku and Negishi Lines to reduce transportation disruptions. |
| 3. | Upgrading Equipment for Commuter Trains (Scale of Investment: Approx. ¥19 billion)
The upgrade of control devices and other electronic equipment on the Sobu Line (Rapid-Service) and Yokosuka Line Series E217 railcars in order to improve reliability. |
| • | Miscellaneous Reinforcing Facility Inspections and Maintenance (Scale of Investment: ¥1 billion) The review and reinforcement of tasks involved in inspections and maintenance, such as increasing the number of rail-defect detector cars and rail grinding cars available, to reduce facility malfunctions. |
Swift Restoration during Transportation Service Interruptions
In addition to adopting measures to prevent disruptions to rail services, measures will also be introduced to ensure swift restoration of services in the event of interruptions. (Scale of Investment: Approximately ¥8 billion)
| • | Reinforcement of Monitoring Functions to Locate Malfunctions in Ground Facilities as Swiftly as Possible |
| 1. | Establishment of a System to Ensure Swift Service Restoration (Scale of Investment: Approx. ¥4 billion)
Establishing an emergency service system with manufacturers and reinforcing the monitoring functions of signal transmission facilities used for dispatching within a 50 kilometer radius of the Tokyo metropolitan area will enable malfunctioning equipment to be identified as swiftly as possible, which will shorten the time required for work crews to arrive at the relevant locations and speed up the restoration process. |
| 2. | Thorough Training Facilities (Scale of Investment: Approximately ¥2 billion)
The expansion and thorough equipping of training facilities that match field conditions for the purpose of improving knowledge and skill with regard to newly-installed facilities. |
| 3. | Increasing Replacement Parts for Equipment (Scale of Investment: Approximately ¥2 billion)
Increases in the number of replacement parts for the purpose of replacing malfunctioning equipment as swiftly as possible to reduce the amount of time required for service restoration. |
Reinforcement of Information Distribution
We will install the following equipment to ensure that passengers are provided with detailed information and that information is passed smoothly between employees in the event of service disruptions. (Scale of Investment: Approx. ¥3 billion)

| 1. | Reinforcement of Information Distribution to Passengers (Scale of Investment: Approx. ¥2 billion)
In addition to expanding the number of emergency information displays that provide information on substitute transportation lines in the event of service disruptions and broadcast news during large-scale disasters, we will be replacing and increasing station broadcasting equipment to ensure that the quality of the information provided to passengers is improved. |
| 2. | Smooth Information Communications between Employees (Scale of Investment: Approx. ¥1 billion)
We will install radio transceivers to ensure that information is passed smoothly between employees and to provide more information quickly about service interruptions to passengers. |
We are currently proceeding well with the adoption of the Measures for Swift Implementation we announced in July. We also intend to continue with our investigations into measures for ensuring that transportation service interruptions in the Tokyo metropolitan area are minimized without fail.
